Description

Walla Walla Community College is accepting applications to fill the role of Program Coordinator position for the WWCC Correction Education program located at the Washington State Penitentiary (WSP) in Walla Walla, Washington.

This position is filled to fulfill a contract awarded to Walla Walla Community College (WWCC) by the Washington State Board for Community and Technical Colleges (WSBCTC) to operate a correctional education program at WSP in accordance with an interagency agreement with the Department of Corrections. Walla Walla Community College and its employees working in a correctional education program are expected to follow all Department of Corrections (DOC) Policies, IT and other Security requirements, follow DOC Operational Memorandums, and comply with the Superintendent's directions.

General Responsibilities

This position independently prioritizes and performs a variety of complex office work related to program operations and student learning. This position may support schedules and operation of a student computer/study lab/test proctor room. This position also establishes record keeping/filing systems and/or database files, resolves problems, and responds to inquiries requiring substantive knowledge of office/departmental procedures and policies. A Program Coordinator functions as an education representative and resource for education staff, DOC staff and incarcerated individuals.

Essential Functions

Duty: GED Test Proctoring

  • Provides GED exam for students enrolled in Basic Skills classes.
  • Maintain inventories of materials, equipment, or products.
  • Enforce policies and rules governing inmate students attending testing.
  • Take attendance and maintain student activity log.
  • Accurately maintain testing records and fully submit records to GED Testing Program Coordinator.
  • Occasionally provide proctoring services for academic placement testing.

Duty: Office Duties, Inventory, and Program Support

  • Works with the computerized Department of Corrections (DOC) Offender Management Network Information (OMNI) to generate and fill seat availability for classes offered at WSP.
  • Weekly, assign students to WWCC Educational programs. Reassign and keep the totals at max capacity. Keeping record of student drops, noting difference between OMNI drops and college enrollment drops.
  • Send new student program assignment email notifications weekly to instructors, counselors, and Education Admin distribution list.
  • Route student completion or graduation requests to Enrollment Program Coordinator to maintain completion records.
  • Keep referrals updated and waiting list accurate.
  • Complete in DOC Offender Management Network Information (OMNI) when the student has completed a class.
  • Maintain active student records to track student enrollment and status, including program specific student tracker excel files.
  • Schedule interviews or registration sessions for potential students. Prepare registration status reports from ctcLink, placement, and/or enrollment paperwork (infractions records, goals, restrictions, levels, history of classes previously) for registration purposes.
  • Use OMNI records for student screening and assignments to include but not limited to infractions, behavior observations, Chrono entries, program history, etc.
  • Record and organize clearances for staff/DVD/supplies (as needed to support Program Specialist).
  • Support graduation organization for ceremonies including, but not limited to, Logistics Plan, speaker, graduation list, program, certificates, guest list, callouts, decorations, and food. These items will be organized with the support of other Education office staff and instructors.
  • Support organization for graduation pictures for those students who will be leaving before Graduation.
  • Support education department communications (ex: Pick up mail and distribute. Answer kites or correspondence. Answer phones.)
  • Special Callouts for various reasons.
  • Filing (Electronic and Manual).
  • Ensure that classes that aren't running are cancelled and staff notified.
  • Requests, tracks and updates student records pertaining to assigned program area.
  • Inventory control of textbooks, calculators, and other supplies.
  • Transport supplies, books, and documents throughout facility on an as needed basis.
  • Transcript requests: submit forms to processing staff (assist as backup to process forms).
  • Serve as back-up for other Program Coordinators.
  • Other tasks as requested.

Duty: Faculty Support

  • Provide instructional support daily.
  • Provides information to staff and incarcerated individuals to resolve inquiries related to the Education Department's standards and procedures.
  • Ensure that classes that aren't running are cancelled and staff notified.
  • Support gathering and assigning books and calculators, and other supplies.
  • Support organizing the bookroom, creating new student registration packets weekly and new quarterly packets for instructors.
  • Distribute weekly attendance sheets.
  • Enter absences in OMNI attendance.
  • Enter/track absences patterns using a consistent tracking system to use following DOC/WWCC attendance policies.
  • Provide Progressive Disciplinary support to instructors (to include how to address student behavior and attendance concerns).
  • Answer kiosks (from incarcerated individuals) and emails from counselors concerning the student's desire or present assignments.
  • Provide enrollment and registration support to instructors.
  • Request and check on information for the instructors.
  • Provide back-up support for completing student evaluations of instructors.
  • Schedule computer/study lab as needed.
  • Work with the computerized Department of Corrections Offender Management Network Information system (OMNI) to assign and generate callout rosters directly relating to the student computer lab.

Duty: Facilitate Orientation & Program Review

  • Prepare all paperwork and intake forms for each incarcerated individual that is scheduled for Orientation. Act as back up for presentation or delivery of Orientation and present Education programming options to attendees. Process paperwork after orientation by having counselors approve their intake forms. After they are returned open all referrals for the classes that are approved by their counselor.
  • After Program Reviews are conducted change students' assignments as requested by the CPM. Act as backup/support for Educational Resource Coordinator for Program Reviews.
  • Send infractions submitted to appropriate staff and put on for Program Reviews.

Duty: Student Worker Assignment & Payroll

  • Manage assignments for student workers. Change assignments and notify Assignment office, counselors, and supervisor.
  • Prepare assignment forms/drop forms/timecards/Job Description form. Submit to appropriate staff.
  • Prepare and submit appropriate payroll documentation for student workers. The first of the month add hours and submit to Payroll for each assignment.
  • Resolve issues that the instructor has with the worker or the issues a worker might have with the instructor.

Competencies

  • Microsoft Office aptitude, including Excel, Word, and Outlook skills.

  • Ability to learn and work with new software programs.
  • Work well with others in a professional manner, including positive interpersonal communication.
  • Demonstrate productive conflict management strategies.
  • Effective multitasking and optimal task prioritization abilities.

Required Qualifications

  • Any combination of education, experience, and/or training that provides the applicant with the knowledge and skills to perform the job may be considered by the college.
  • AA Degree or equivalent college coursework.
  • Two (2) years of responsible office experience at an advanced level.
  • Equivalent education/experience may substitute at the discretion of the college.

Desired Qualifications

  • Bachelor's degree in related field.
  • Bilingual - English/Spanish.
  • Corrections work experience.
  • Instruction and/or tutoring experience.

Conditions/Terms of Employment

This classified position is in a bargaining unit for which WPEA Higher Ed is the exclusive representative.

Standard business hours are 40 hours per week, Monday - Friday from 7:30 a.m. to 4:00 p.m. with a half-hour lunch break. Incumbent may be expected to occasionally adjust the work schedule to meet business needs, including possible infrequent weekend and evening hours. Some travel may be required, and is typically local or regional, to attend training.
