Position Summary

Rutgers, The State University of New Jersey is seeking a Program Manager (Cancer Surveillance Operations) within the Rutgers Cancer Institute-Cancer Registry-Operations Department. The Program Manager of Cancer Surveillance Operations at the New Jersey State Cancer Registry oversees all operational and programmatic aspects of data collection and quality assurance activities for New Jersey's statewide cancer surveillance system. The Program Manager works closely with the Director of Cancer Epidemiology Services/New Jersey State Cancer Registry and Deputy Director of Cancer Surveillance Research to manage and fulfill deliverables of the Center of Excellence for Cancer Surveillance, which was formed through a partnership between the New Jersey Department of Health and the Rutgers Cancer Institute. The Program Manager also works closely with partners from local, state, and national agencies, including but not limited to the New Jersey Department of Health, the National Cancer Institute's Surveillance, Epidemiology, and End Results (SEER) Program; the Centers for Disease Control and Prevention's National Program of Cancer Registries (NPCR); the North American Association of Central Cancer Registries (NAACCR); and the National Cancer Registrar's Association (NCRA).

Key Duties

  • Assists Director in relevant short-and long-term planning, policy development, funding procurement and sustainability; and direction of professional activities and projects to ensure excellence in cancer surveillance statewide.
  • Represents the New Jersey State Cancer Registry at state, regional and national planning meetings, both in-person and virtually.
  • Assists Director by recommending, drafting, and executing renewals, revisions, and amendments to cancer surveillance regulations and statutes as necessary.
  • Contributes to national dialogue for developing cancer surveillance and registry standards, procedures, and best practices through active participation in NAACCR, SEER, NPCR, and NCRA.
  • Leads the data collection and quality assurance activities of the New Jersey State Cancer Registry.
  • Works with local providers, hospitals, and registrars, SEER, NPCR, NAACCR and other state and national agencies to assure the highest quality cancer surveillance data are collected in a timely and effective manner.
  • Ensures compliance with state and federal reporting requirements for the collection of cancer data including the monitoring of completeness and timeliness of reporting.
  • Manages the development of new methods to assure the efficient processing of cancer surveillance data including but not limited to new methods of electronic data collection, automation, transmission, and use of bioinformatics tools.

Minimum Education and Experience

Bachelor's Degree (Master's Degree preferred) in Health Information Management, Public Health, Business Administration, or related field. At least six (6) years of demonstrated progressive experience in cancer registry management, operations and effective leadership. Must be a certified Oncology Data Specialist (ODS) or grandfathered CTR (Certified Tumor Registrar). Equivalent education, experience and/or training may be substituted for the degree requirement.

Physical Demands and Work Environment

PHYSICAL DEMANDS: Standing, sitting, walking, talking and hearing. No special vision requirements. Lifting up to 25 lbs. WORK ENVIRONMENT: Office environment with work-related travel within New Jersey, other registry sites, and relevant conference and national organization travel. Expected minimal exposure to infection and communicable diseases. Moderate noise.

Special Conditions

Primary work site will be located at the State Department of Health, Trenton, NJ with periodic travel to the Rutgers Cancer Institute in New Brunswick for meetings and other activities.
