Documentary assessment will be carried out exclusively on the basis of the information submitted with the application. Documents proving the possession of academic degrees and diplomas, or their recognition where they were awarded by foreign higher education institutions, may be waived at the application stage and replaced by a declaration on honour by the candidate; verification of this condition will then take place only at the fellowship contracting stage. This declaration must certify facts that occurred before the application date. In the event of discrepancies between the information contained in the declaration and the documentation submitted for the purpose of fellowship contracting, only the information contained in the latter shall be taken into account. If it is found that the documents proving possession of the academic degree and diploma, or their recognition under Decree-Law No. 66/2018 of 16 August, do not correspond to the grades awarded in the assessment of the academic background and may consequently alter the candidate's ranking, the fellowship contract will not be concluded.

(The waiver of the prior hearing of interested parties must be duly justified pursuant to Article 124 of the Code of Administrative Procedure.)
Complaint and appeal procedures: The final assessment results will be made public through an ordered list (alphabetically, by final score obtained), posted in a visible and public place at the host unit, and also sent by email to all candidates, with the minutes containing the Selection Panel's deliberations attached.
The selected candidate must state in writing their intention to accept the fellowship. If they do not accept it, the fellowship will be awarded to the candidate in the next position in the final ranking.
A complaint against the final decision may be lodged within 15 working days and addressed to the Chair of the Selection Panel. Interested parties may also submit an optional hierarchical appeal, under paragraph 2 of Article 15 of the UMinho RBIC, addressed to the Pro-Rector with delegated powers in this area.
