Position Purpose
Leads the strategic execution and operations of the research portfolio that underpins three service arms of Dartmouth Health @ Home (Primary Care at Home, Palliative Care at Home, General Home Care). The role ensures rigorous study design, rapid-cycle evaluation, and seamless integration of faculty expertise with operational teams. It also cultivates and manages relationships with internal and external partners, including researchers, the operations team, NH/VT Medicaid agencies, the Centers for Medicare and Medicaid Services, rural health transformation leaders, and donors, to generate evidence to inform sustainable payment and financing models for home-based care.
Description
Dartmouth Health at Home is an emerging research and innovation program dedicated to designing, implementing, and evaluating sustainable home-based models of care that improve caregiver experience and patient outcomes. Building on Dartmouth's national leadership in rural health, population health, and healthcare delivery innovation, this initiative addresses critical challenges in rural regions, including caregiver preparedness, workforce capacity, geographic distance, and socioeconomic and insurance heterogeneity.
The Dartmouth Institute for Health Policy & Clinical Practice (TDI) plays a central role in advancing the program's research mission, offering opportunities to engage in implementation science, health economics, and health policy research. Team members will contribute to the design and evaluation of innovative care models, generate generalizable evidence, and help inform reimbursement strategies and policy development at the regional and national levels. This is a unique opportunity to be part of a "learning health system" environment where care delivery and research are tightly aligned, enabling individuals to shape scalable, evidence-based solutions that improve care for rural and underserved populations.
Co-led by Dartmouth Health, the program brings together clinical care delivery, population health expertise, and TDI's interdisciplinary research strengths. Faculty and staff engaged in this work will collaborate across disciplines in a highly integrated academic health system.

Masters or equivalent combination of education and experience
Required Qualifications - Skills, Knowledge and Abilities
- Master's degree in health administration, health services research, public health, or a related field, or the equivalent combination of education and experience.
- 8 or more years of professional experience in project management, health-policy research, and grant administration with at least 5 years leading complex, multi-component health-services research projects.
- Proven ability to understand and direct data analyses and to implement rapid-cycle evaluations.
- Strong knowledge of research ethics, IRB processes, and data-safety monitoring.
- Sound academic and policy writing and communication skills.
- Demonstrated success supervising multidisciplinary research teams, mentoring junior investigators, and producing high-quality academic manuscripts, policy briefs, and presentations.
- Experience establishing relationships with federal (CMS) and state (NH/VT Medicaid) policymakers, rural-health transformation leaders, and major philanthropic donors.
- Proven track record of integrating diversity, equity, and inclusion considerations into research design, team building, and dissemination.
Preferred Qualifications
- PhD in health services research or a related field.
- Ten or more years of professional experience in project management, health-policy research, and grant administration.
- Knowledge of HCBS waivers, Medicare payment, and telehealth regulations in the New Hampshire/Vermont market.
- Successful history of securing and managing large-scale research grants (NIH, PCORI, foundations).
- Previous work in the home-based care space.
- Experience leading or participating in multi-state rural-health initiatives.

Project Development
- Direct and oversee all phases of each request for applications (preparing, implementing, evaluating applications, and monitoring) to meet milestones and deliverables.
- Support matchmaking of faculty experts with the three home-care arms, and manage rapid-cycle systematic reviews or environmental scans that inform innovation teams.
- Support the design and execution of business-feasibility and transportability analyses.
- Serve as the primary point of contact for inquiries related to the research portfolio and maintain a high-visibility presence with service-line leadership.
- Define and execute a communications plan; produce policy briefs, white papers, and presentation materials for internal leaders, external partners, and donors.
- Develop and monitor operational metrics aligned with the initiative's strategic priorities (service rollout, evaluation loop performance, DEI outcomes).

Administration
- Develop and track project budgets, timelines, resource allocations, and sub-award agreements.
- Oversee research administration processes, including IRB submissions, data use agreements, data safety monitoring, and compliance with state/federal regulations.
- Recruit, hire, train, supervise, and support mentorship of the pre-doctoral fellow, post-doctoral fellow, analyst, and students; provide professional development opportunities and foster an inclusive, collaborative team culture.
- Liaise with current and future funders of initiatives (including NH/VT Medicaid, commercial payers, CMS, foundations, donors), delivering progress updates, interim reports, and final deliverables.
- Identify and pursue additional grant opportunities (NIH, PCORI, foundations) and lead the preparation of competitive proposals and budgets.

Strategic Leadership
- Partner with the Director of Academic & Research Innovation and the Steering Committee to set research priorities that align with the overall Home Care strategy and sustainability goals.
- Build and sustain collaborative relationships with external partners, leveraging these connections to strengthen the research agenda and expand funding streams.
- Contribute to long-term planning for payment-model sustainability, incorporating equity considerations and DEI principles across all research activities.
- Represent the Home Care research portfolio on TDI and Dartmouth Health committees, advancing institutional initiatives and sharing best practices.
