Position
The position is situated within the Policy, crime and markets (PCM) unit, and the selected candidate will report to the Head of sector Policy and society. The selected candidate will develop, enhance and promote the scientific competencies of the EUDA, particularly in relation to the work of the Policy and society sector. The jobholder will coordinate the EUDA’s portfolio of resources and tools that support drug policy design and evaluation. This objective is achieved by developing tools to assist policymakers in the design, implementation and monitoring of drug policies, creating protocols, standard operating procedures and guidance, as well as responding to requests from EUDA customers, including policymakers.
Main duties
The successful applicant will be expected to perform the following main tasks and responsibilities:
- Contribute to objectives and outputs in the area of drug policies in the framework of the EUDA single programming documents.
- In the area of policy design and evaluation:
- to coordinate the EUDA portfolio of resources and tools to support drug policy design, monitoring and evaluation;
- to develop tools to support decision-makers with the design and implementation of drug strategies and action plans;
- to explore and integrate innovative approaches and technology solutions to support policy design, monitoring and evaluation;
- to develop a protocol and standard operating procedures for handling requests from decision-makers;
- to provide guidance and support to policymakers and implementers with drug policy design, monitoring and evaluation;
- to contribute to the development of a policy design, monitoring and evaluation training programme;
- to support the implementation of EUDA actions in the EU drug-related strategic documents, where appropriate;
- to oversee contract management processes, including drafting specifications, negotiating and ensuring compliance with contractual obligations.
- In the area of drug policy analysis and emerging drug policy trends:
- to coordinate and provide data analysis in the fields of drug policies to support reliable and timely drug policy analysis;
- to identify innovative policy approaches and emerging drug policy trends;
- to develop resources that clearly communicate complex policy issues to diverse audiences, including decision-makers and other EUDA stakeholders.

Eligibility requirements
- Be a national of one of the Member States of the European Union, Norway or Türkiye.
- Have fulfilled any obligations imposed by the laws concerning military service, if applicable.
- Produce the appropriate character references as to the suitability for the performance of the required duties.
- Be physically fit to perform the duties of the post.
- A level of education which corresponds to completed university studies of at least three years attested by a diploma.
- Have at least three years of relevant professional experience starting with the first position occupied after the completion of the diploma or certificate required for admission to this selection procedure, as mentioned above.
- Possess a thorough knowledge (mother tongue or minimum level C1) of one of the official languages of the European Union and a proven satisfactory knowledge (minimum level B2) of another of these languages to the extent necessary for the performance of the required duties.
Essential requirements
- A completed university degree in a relevant subject such as political science, social policy, law, public health, social sciences, criminology, or a related field.
- An excellent academic background with good understanding of methodological and research issues.
- At least three years of proven experience in the field of policy design and policy evaluation, preferably in the area of drug policy.
- Proven experience in project management, including planning, execution and reporting.
- A strong understanding of policy research in the drugs area or in related fields such as public health, social science, criminology or epidemiology.
- Proven ability to write and edit high quality technical and scientific papers.
