Position Description
Manages and directs the day-to-day operations of a research center/institute or medium-sized department. Plans, coordinates and supervises the operation and activities of the center/institute/department. Develops and implements policies and procedures, administers the budget, organizes tasks and sets priorities.
Major/Essential Functions
- Responsible for the development, negotiation, management, and administration of contracts in addition to funding proposal preparations, complex contract analysis, negotiations, submission, and ensure compliance with regulatory requirements of the Division.
- Refine strategy and implement the appropriate agreements / operations to assist the Division in facilitating the full range of activities required to prepare, submit, and manage grant proposals and submission outcomes. Maintains all records and data related to grant applications.
- Develop and maintain effective relationships with contract agents, personnel, and stakeholders regarding Division activities. Meet with General Counsel.
- Act as a liaison between the Division and appropriate support departments and stakeholders (TTUHSC Accounting, Purchasing, Sponsored Programs, Accounts Payable, Travel, Purchasing Card, Contracting, as well as external partners and contractors).
- Manages all components of state, federal, local, and sponsored funding within the Division by following regulations and guidelines for grants and contracts.
- Keeps leadership informed of progress and elevates any issues that require action and/or decision.
- Other duties as assigned to meet the needs of the Division of Rural Affairs strategic initiatives.
Required Qualifications
Bachelor's degree plus six years of progressively responsible management experience OR a combination of education and/or years of experience in management to equal a minimum of 10 years.
Preferred Qualifications
- Bachelor’s degree in business, accounting, or related field required
- Master’s preferred
- Experience with research administration and fund accounting in higher education (e.g., Banner)
- Direct experience with the Cayuse system for grant management
- Proven track record of successful grant writing and securing external funding
- Proficiency in writing technical reports and documents
- Experience working with health care providers, local government, nonprofits, or educational institutions.
