About The Job

The Senior Executive, Talent Acquisition supports the University’s recruitment and manpower planning efforts by delivering end-to-end recruitment services for academic and non-academic positions. The incumbent is responsible for building a strong talent pipeline for the university and deliver timely, compliant and quality hiring outcomes, while contributing to continuous improvement of recruitment processes and employer branding initiatives. 

What You Will Be Doing

Talent Acquisition & Recruitment

  • Manage end-to-end recruitment activities for assigned portfolios, including requisition management, job postings, candidate sourcing, shortlisting, interview coordination, offer processing and onboarding.
  • Partner hiring managers to understand manpower needs, job requirements and selection criteria, ensuring alignment with approved headcount and budget.
  • Provide advice to hiring managers on recruitment approaches, market availability, and selection processes.
  • Manage interview processes, selection panels, offer negotiations, and pre-employment checks in accordance with University policies and governance requirements.
  • Contribute to workforce planning discussions and anticipate future talent needs and build talent pipelines.
  • Proactively lead in academic hiring support including serving as secretariat in Board of Selection.

Stakeholder Management

  • Act as the primary point of contact for hiring departments throughout the recruitment lifecycle.
  • Manage relationships with external parties including recruitment agencies, job portals and background screening vendors.

Process Improvement & Compliance

  • Support periodic reviews of recruitment processes, templates and guidelines to improve efficiency and candidate experience.
  • Maintain accurate recruitment records and data for audit, reporting and management review purposes.

Employer Branding & Outreach

  • Support employer branding initiatives, career fairs, outreach programmes and recruitment campaigns.
  • Assist in maintaining and updating recruitment-related content on career platforms and the University website.

Reporting & Analytics

  • Prepare recruitment reports and dashboards, including time-to-fill, hiring status, and recruitment effectiveness

Other Duties

  • Manage any other Talent Acqusistion or HR related projects as required

Job Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or a related discipline.
  • At least 3–5 years of experience with strong hands-on exposure to talent acquisition, preferably within a university, public sector or large organisation. 
  • Hands-on experience managing end-to-end recruitment processes across multiple job families.
  • Good understanding of Singapore employment legislation and recruitment best practices.
  • Strong stakeholder management and communication skills, with the ability to work effectively with hiring managers at different levels.
  • Organised, detail-oriented and able to manage multiple recruitment assignments and competing priorities.
  • Analytical mindset with experience using HR data to support decision-making.
  • Collaborative and service-oriented, proactive, adaptable, and solutions-focused.
  • Team player with a service-oriented mindset and continuous improvement focus.
  • Comfortable working with HR systems, applicant tracking systems and recruitment data.
  • Proficient in Microsoft Office, with advanced Excel skills preferred
