Position Summary
The Senior Finance & Medical Reimbursement Manager serves as the subject matter expert for Graduate Medical Education (GME) Medicare reimbursement reporting and resident scheduling compliance. This position provides leadership, direction, and operational support for GME Finance activities related to resident and fellow education and training programs.
The incumbent is responsible for the administration, reporting, analysis, and coordination of Medicare reimbursement activities and Internal Resident Information System (IRIS) reporting for all University-sponsored residency and fellowship programs. The position collaborates with internal stakeholders, residency and fellowship program leadership, affiliated hospitals, offsite training locations, and regulatory partners to ensure accurate reporting and compliance with Centers for Medicare & Medicaid Services (CMS) requirements.
In addition to technical responsibilities, this position serves as a senior member of the GME Finance team by providing day-to-day leadership, training, and operational guidance to team members and stakeholders.
Medicare Reimbursement and IRIS Administration
- Administers, maintains, and supports all IRIS Medicare reporting requirements for University-sponsored residency and fellowship training programs.
- Monitors the MedHub rotation scheduling system to ensure compliance with IRIS guidelines and CMS reimbursement requirements across all training sites, hospital locations, offsite locations, and visiting institutions.
- Maintains resident and fellow profiles, program assignments, training histories, and related data for ACGME, non-ACGME, and Non-Standard Program (NSP) training programs.
- Coordinates annual training program, site, and scheduling setup within MedHub.
- Maintains current, future, and historical resident scheduling records, including leaves of absence, interruptions, and other training adjustments.
- Develops and delivers MedHub training and guidance to GME staff and residency program personnel, including the creation of procedures, training materials, and job aids.
- Prepares and validates hospital reimbursement data, including vacancy reporting and identification of scheduling discrepancies or data errors.
- Performs audits of IRIS and MedHub program information and communicates findings to affiliated hospital partners and program stakeholders.
- Coordinates Catholic Health System (CHS) offsite reporting activities.
- Conducts malpractice insurance site evaluations and reporting determinations.
- Under the direction of the GME Director of Finance, Performs E1 (Kaleida Health) and E2 (ECMC) Full-Time Equivalency (FTE) reporting, analysis, and reconciliation activities.
- Coordinates monthly Outside the Annual Plan (OAP) requests, maintains tracking mechanisms, and prepares information for presentation to the Graduate Medical Education Committee (GMEC).
- Serves as the primary resource for hospital finance departments, Medicare auditors, and institutional stakeholders regarding Medicare reimbursement reporting and compliance.
- Conducts quarterly reviews of Annual Plan variances, including monitoring, reporting, reconciliation, and collaboration with program administrators to resolve scheduling discrepancies.
- Performs quarterly Veterans Administration (VA) reconciliations of MedHub scheduling data to VA timesheet records and supports annual contract compliance reviews, variance analyses, and invoicing activities.
- Provides periodic and ad hoc analyses related to resident rotations, Annual Plan adherence, reimbursement methodologies, and other GME operational initiatives.
- Manages National Resident Matching Program (NRMP) activities, including annual orientation, quota verification, match coordination, and preparation of match results for University leadership.
Leadership and Operational Responsibilities
- Provides day-to-day leadership and operational guidance to members of the GME Finance team.
- Helps to coordinate workflow, prioritize assignments, and assists with workload management to ensure timely completion of departmental responsibilities.
- Serves as a resource and mentor to staff by providing training, coaching, and technical guidance related to Medicare reimbursement, IRIS reporting, MedHub processes, and overall Financial management.
- Develops and maintains training materials, standard operating procedures, and process documentation.
- Assists with onboarding and training of new team members and supports cross-training initiatives within the department.
- Identifies opportunities for process improvement, operational efficiencies, and enhanced reporting capabilities.
- Collaborates with departmental leadership to establish priorities, resolve operational challenges, and support strategic initiatives.
- Serves as the operational lead for assigned functions in the absence of the Director of Finance.
Minimum Qualifications
- Bachelor’s degree in Business, Accounting, Finance, Healthcare Administration, or a related field; or an equivalent combination of education and experience.
- Ability to understand, interpret, and apply CMS Medicare reimbursement regulations and IRIS reporting requirements.
- Strong analytical, quantitative, and problem-solving skills.
- Demonstrated ability to manage multiple projects and competing priorities.
- Proficiency in Microsoft Office applications, including intermediate to advanced Excel skills.
- Working knowledge of scheduling practices, employee compensation concepts, and FTE analysis.
- Ability to work independently, manage deadlines, and exercise sound judgment.
- Excellent communication, interpersonal, and stakeholder management skills.
- Experience providing training, guidance, and support to staff and program coordinators.
- Ability to work effectively in a collaborative team environment.
Preferred Qualifications
- Advanced knowledge of CMS Medicare reimbursement regulations, IRIS requirements, and hospital reimbursement methodologies.
- Experience with MedHub or a comparable residency management system.
- Knowledge of ACGME, non-ACGME, and Non-Standard Program educational requirements.
- Experience serving as a senior team member, lead worker, project leader, or operational supervisor.
- Experience developing procedures, training materials, and process improvement initiatives.
- CPA, CMA, or MBA credential.
- Experience in academic medicine, healthcare finance, or higher education.
Salary Range
$70,000 - $80,000
