Summary

Michigan Technological University is seeking a Senior Pre-Award Analyst for our Michigan Tech Research Institute department. The Pre-Award Analyst serves as a departmental resource for sponsored programs activities related to proposal processing; is responsible for the preparation of proposals that are expected to result in contracts and agreements with companies, non-profit organizations, governmental agencies, and universities and provides support to department and staff for proposal processing.

Responsibilities and Essential Duties

  1. Provide direct/indirect supervision and leadership for the department with regard to sponsored programs proposal processing activities.
  2. Review proposals and budgets for submission, assuring compliance with university policies, federal, state and sponsor guidelines.
  3. Counsel, advise, and assist staff with proposal and budget development for externally funded projects.
  4. Participates directly in supporting Principal Investigators in the submission of proposals regularly on an as needed based.
  5. Identify risks and liabilities and minimize the impact on the University when reviewing requests for proposals, ensuring that the proposed terms and conditions comply with university policies, federal and state laws, and sponsor guidelines.
  6. Serve as liaison between department and other entities including companies, governmental agencies, non-profit entities, and universities.
  7. Ensure University compliance with conflicts of interest, export control, and IRB/IACUC policies relating to proposal processing.
  8. Contribute to the development, review, and implementation of new policies and procedures and agreement standards.
  9. Provide guidance and mentoring to departmental staff with regard to university procedures and proposal processing standards.
  10. Participate in special projects and other assigned duties to further department goals.
  11. Commit to learning about continuous improvement strategies and applying them to everyday work.

Required Education, Certifications, Licensures

  • Bachelor’s degree or equivalent combination of education and experience from which comparable knowledge and abilities have been acquired

Required Experience

  1. 5 years of experience processing proposals and/or awards with governmental agencies, non-profit organizations and/or companies
  2. Experience using personal computers and basic software packages including word processing, spreadsheet, and database software

Desirable Education and/or Experience

  1. Proficiency in analyzing federal regulations like the Uniform Guidance
  2. Experience with enterprise systems such as Banner, Workday, or Oracle, as well as electronic proposal submission systems (Grants.gov, Research.gov, Cayuse).
  3. Experience giving guidance and mentoring to departmental staff with proposal processing standards.

Required Knowledge, Skills, and/or Abilities

  1. Ability to obtain a U.S. Department of Defense security clearance, which requires United States citizenship. Obtaining a national security clearance while holding a dual citizenship will not be possible when the foreign country poses a risk to the national security of the United States.
  2. Knowledge of federal and state guidelines for grant and contract administration

Required Training and Other Conditions of Employment
Every employee at Michigan Technological University will receive the following 4 required trainings; additional training may be required by the department.

Additional training will be required by the department on a periodic basis.
