Job Description Summary / TWC Summary

Under supervision of the TRIO Executive Director, the Upward Bound Programs Director is charged in the management, administration, and processing of the day-to-day implementation of the Upward Bound Programs. Supervises, evaluates, and monitor support staff and all functions related to those positions. Responsible for academic advisement and related monitoring of program participants. Specifically, the incumbent will maintain counseling records, grade reports, test data and other pertinent information deemed necessary to adequately assess participants’ academic performance.

This is a Grant Funded position.

Essential Duties Summary

  • Coordinates all project programming aligned with the Upward Bound Plan of Operation (i.e., recruitment and selection of participants, outreach activities, assessment, and evaluation)
  • Publicizes the grant award on campus and within the University community, agencies, and target schools; serve as liaison in target schools and University community, supervises program staff, conduct orientation, training, and performance evaluations; coordinates implement staff development training opportunities for TRIO Programs.
  • Exercises discretionary control over the budget within guidelines of the Office of Compliance, University Grants Office, and the Federal Government’s Education Department General Administration Regulations (EDGAR) for TRIO Programs.
  • Coordinate travel for student activities and staff development program services and delivery method for TRIO Programs.
  • Prepares required U.S. Department of Education Reports, research and submit the Upward Bound proposal in quest of U.S. Department of Education funding for Program.
  • Supervise personnel to ensure comprehensive academic, personal, career and financial aid counseling to program participants.
  • Assist in planning and coordinating educational program activity, including training to academic and summer part-time staff and scheduling classes.
  • Assist in comprehensive academic, personal, career and financial aid counseling to project participant.
  • Assesses and documents the academic and motivational needs of students selected for participation in program activities.
  • Assists in publicizing the TRIO Programs in obtaining nominations from target schools in an effort to identify, screen and select eligible participants.
  • Assists TRIO seniors applying for admission to post-secondary institutions and in securing financial aid resources.
  • Monitors and documents the academic progress of participants in each of the project’s target schools.
  • Gathers and provides information on post-secondary entrance requirements, availability of financial aid, and other data which serve to motivate and prepare TRIO participants to transition to college.
  • Plans and implements cultural enrichment activities for the summer component.
  • Supervises and trains undergraduate tutors/counselors.
  • Engages in collaborative efforts with other TRIO programs to seek internal and external resources to augment counseling services.
  • Performs other job-related duties as assigned.

% FTE 1.0

Hiring Range $74,879.81-$95,471.75

Education Master’s degree (M.A. or M.Ed.) in education, social work or education fields from an accredited college or university.

Required Licensing/Certification Valid Texas Driver’s License preferred.

Knowledge, Skills, and Abilities

Knowledge of:

  • TRIO Department of Education, OMB and EDGAR Policies, procedures, and practices.
  • TRIO Blumen database
  • Microsoft Office Professional or similar applications.
  • Academic advising and college, career, financial aid and economic literacy activities and services for low income and potential first-generation college youth.
  • Personal and career counseling
  • Barriers to postsecondary education faced by low income and potential first-generation college youth in target area.

Skill in:

  • Supervisory principles, practices, and methods
  • Developing an Individual Academic Plan for High School students
  • Problem-solving and decision-making.
  • Multitasking and time management.
  • Both verbal and written communication.

Ability to:

  • Prepare detailed reports.
  • Work independently.
  • Availability to work Saturdays is required to supervise scheduled work events and ensure program operations; must maintain flexible schedule hours based on program needs.
  • Travel designated target schools on a weekly basis to support program staff, build relationships, and collaborate with school administrators to ensure effective program implementation.

Work Experience

  • Minimum of five years in the area of staff supervision and program development.
  • Minimum of five years’ experience with Federal TRIO programs, assisting disadvantage, low income and first-generation pre-college students, academic support programs, or similar programs for disadvantaged students.
  • Experience coordinating and supervising project programming and field experiences
  • Experience advising and assisting students with the college admissions and financial aid process
  • Professional or personal experience in overcoming barriers similar to those confronting Project Participants
  • Formal training and/or work experience promoting the completion of a rigorous secondary school program of study
  • Activities, services that improve academic performance as measured by G.P.As., standardized tests.
  • Formal training and/or work experience increasing post-secondary enrollment rates and promoting college degree attainment rates for low-income and potential first-generation college students.
