Deputy Asbestos Manager

About the Role

We are seeking an experienced and motivated Deputy Asbestos Manager to join our Statutory Compliance Team within the Estates Operations Division. This is a pivotal role supporting the safe management of asbestos across one of the largest and most diverse university estates in the sector spanning over 370 operational buildings and more than 1,000 non operational properties, with a combined value exceeding 3.4bn.

Working closely with the Asbestos Manager, you will help ensure the University meets its statutory obligations under the Control of Asbestos Regulations 2012, maintaining a robust asbestos management framework that supports teaching, research, capital projects, and day to day operations. You will play a key part in ensuring our estate remains safe, compliant, and future focused.

Key Responsibilities

In this varied and influential role, you will:

  • Deputise for the Asbestos Manager, supporting the fulfilment of statutory Dutyholder responsibilities and leading the asbestos function in their absence.
  • Manage and quality assure the University's asbestos register, including overseeing reinspections, surveys, data accuracy and technical reporting.
  • Develop, implement, and improve asbestos management policies, procedures, and guidance, working collaboratively across Estates and with the University Safety Office.
  • Provide specialist advice on asbestos safety to colleagues, project teams, departments, and external contractors translating complex legislation into practical solutions.
  • Lead on risk reduction and remediation activities, including developing project briefs, managing remedial works, and auditing completed activities.
  • Deliver asbestos awareness training and support the development of local asbestos management plans across the University.
  • Line manage the Asbestos Safety Advisor, Asbestos Safety Coordinator, and oversee external asbestos technicians and contractors, ensuring high quality performance and effective resource planning.
  • Support budget oversight of an annual asbestos management spend of approximately 600k and contribute expertise to refurbishment and asset replacement projects exceeding 50m per year.
  • Build strong working relationships across the University to embed a culture of safety, compliance, and continuous improvement.

About You

We are looking for someone who brings strong technical expertise, confident decision making, and a collaborative approach. To succeed in this role, you will join us with:

  • Extensive experience in asbestos management, ideally within a large, complex estate environment.
  • In depth knowledge of the Control of Asbestos Regulations 2012 and related health and safety legislation.
  • Strong analytical skills, with the ability to interpret asbestos survey data and oversee quality assurance processes.
  • Experience managing consultants, contractors, or technical staff, with the ability to motivate and develop others.
  • Excellent communication and influencing skills, with the confidence to advise stakeholders at all levels.
  • A proactive, solutions focused mindset and the ability to manage multiple priorities in a high risk environment.

Relevant professional qualifications

BOHS P402 - P405 or equivalent qualifications are essential.
