Azad Singh Bali is an Associate Professor in Public Policy in the School of Social and Political Sciences, Faculty of Arts, at the University of Melbourne. He belongs to the public policy group and coordinates the Master of Public Policy and Management program. His research lies at the intersection of comparative public policy and social policy, with a regional emphasis on South and Southeast Asia. Bali investigates policy capacity, effectiveness, and design in domains like healthcare, social security reform, and public financial management. He has crafted diagnostic frameworks for capabilities in policy formulation, tackling issues such as subject matter expertise, knowledge transfer, and retention in high-mobility settings.
Bali boasts a robust publication portfolio, garnering over 1,655 citations per Google Scholar. His recent book is Health Policy in Asia: A Design Approach. He co-edited Policy Analysis in India (Bristol University Press). Prominent articles encompass "Knowledge–practice gap in healthcare payments: the role of policy capacity" (Policy & Society, 2023), "The design roots of policy problems: Unpacking the role of policy capacity" (Public Administration and Development, 2023), "COVID-19 response in a unitary state: emerging lessons from Vietnam" (Policy and Society, 2020), "The Remarkable Healthcare Performance in Singapore" (Public Administration and Development), "Public financial management in Singapore: Key characteristics and prospects" (Policy and Society, 2020), and contributions to Policy Sciences and International Review of Administrative Sciences. Previously, he served in faculty roles at the Australian National University (School of Politics & International Relations and Crawford School of Public Policy) and Murdoch University. Bali conducts policy capacity workshops for government practitioners in Australia, Brazil, India, Indonesia, Italy, Spain, Singapore, and Qatar. He holds an affiliation with Hamad Bin Khalifa University's College of Public Policy and is a Resident Academic Fellow at ANZSOG.
