Bill Young serves as Associate Professor in the Emergency Medical Care program within the School of Safety, Security & Emergency Management at Eastern Kentucky University. He holds an M.Ed., an Ed.D., and NRP certification. As Program Coordinator and primary contact for the department, Dr. Young oversees one of the most established EMS education programs in the nation. The Bachelor of Science in Emergency Medical Care, under his leadership in the College of Justice, Safety, and Military Science, offers on-campus and online options with concentrations in Emergency Services Administration, Clinical Fire and Safety, and Paramedic Science/Pre-Med. Accredited by the Committee on Accreditation of Educational Programs for the Emergency Medical Services Professions (CoAEMSP) since 1978, it is the longest-accredited program in Kentucky and the second oldest in the United States. The curriculum emphasizes hands-on training in a fully equipped human patient simulation lab, covering topics such as EMS operations, advanced cardiology, behavioral emergencies management, research methodology, occupational safety, organizational behavior in fire services, and legal aspects of fire protection. Students benefit from field experiences, internships, and up to 90 transferable credits, with a minimum of 30 EKU credits required for graduation. Program outcomes demonstrate strong performance, including paramedic NREMT first-attempt pass rates of 81% in 2024, historical retention rates of 85.7% to 100%, and job placement rates of 87% to 100%. Graduates pursue roles as paramedics, EMS supervisors, administrators, emergency medical technicians, and physician assistants, with employers including the Kentucky Office of Homeland Security, Madison County EMA/CSEPP, and MedCare Ambulance.
Dr. Young plays a key role in faculty recruitment, curriculum development, and student advising, as evidenced by his designation as contact for assistant professor and part-time clinical preceptor positions in Emergency Medical Care. He contributes to university initiatives, including cross-college collaboration projects and board of regents discussions on program modifications. Nationally recognized, Bill Young serves as President of the National Association of EMS Educators (NAEMSE), advancing standards and professional development in EMS education.
