David Hall is a Visiting Professor at the University of Greenwich's Faculty of Business, in the Public Services International Research Unit (PSIRU), which he directed from 2000 to 2013. He holds a BA, MPhil, MA, and PGCE. His research focuses on the economics, politics, and law of public services, including public finance, ownership, privatisation, public-private partnerships, outsourcing, and corruption in sectors such as water, energy, waste management, healthcare, and others, spanning global, European, and UK contexts. Hall has produced extensive outputs, including numerous reports, journal articles, book chapters, and two books. Notable publications include "Clean water: a case for public ownership" (2024, with Emanuele Lobina), "Radical narratives in the American Jobs Plan (AJP) and the global potential of ‘Biden plans’" (2021, with Tue Anh Nguyen), "Bringing water into public ownership: costs and benefits" (2017, with Kate Bayliss), "Re-municipalisation in the early 21st century: water in France and energy in Germany" (2013, with Emanuele Lobina and Philipp Terhorst), "The relative efficiency of public and private sector water" (2005), and "Private and public interests in water and energy" (2004).
Hall has led key projects such as the EU-funded Watertime initiative (2003-2006) on water governance in 29 cities, the Open Society Foundations-funded Shifting Narratives project (2021-2022), and global corruption research for the Wallace Global Foundation. He received the British Library award recognizing the PSIRU website's national importance. His influence is evident in invitations to speak at the World Bank, OECD, UN agencies, European Parliament, and universities like Harvard, Oxford, and UCL, as well as contributions to over 50 countries' social movements and trade unions. Hall maintains a strong media presence, appearing in the Financial Times, Guardian, BBC, and international outlets. At Greenwich, he supervises postgraduates, collaborates on research, chairs seminars, and sustains PSIRU's networks. Recent research addresses UK water and energy finances, public spending narratives, Covid lessons, remunicipalisation, nationalisation law, and public ownership support.
