David P. Kitlan, Ph.D., serves as Associate Teaching Professor of Information Sciences and Technology in the School of Business Administration at Pennsylvania State University at Harrisburg, The Capital College. He joined Penn State Harrisburg in 2002 following more than 20 years of industry experience in research, engineering, manufacturing, business analysis, database management, Six Sigma quality improvement, project management, consulting, and training. His professional background spans diverse sectors including environmental, food, power, manufacturing, pharmaceutical, and others. Dr. Kitlan holds an A.A., B.S., M.Eng., M.B.A., M.S.I.S., and Ph.D. from Penn State University, and is a licensed Professional Engineer in Pennsylvania. He teaches undergraduate and graduate courses in traditional and online formats, emphasizing the role of information technology and systems in organizations, web-based technologies, computer programming, and information security. Additionally, he serves as Program Coordinator for the B.S. programs in Information Sciences and Technology, Information Systems, Enterprise Technology Integration, Human-Centered Design and Development, and Project and Supply Chain Management, as well as minors in Information Sciences and Technology, Information Sciences and Technology/Finance, and Information Sciences and Technology/Accounting.
Dr. Kitlan's academic interests include information technology applications in public and private sectors, STEM education, web-based learning and website design, information security, organizational change and development, e-government, e-commerce, internet voting systems, leadership and management, and self-directed work teams. He has authored publications such as 'Factors impacting student perceptions of computing and CIS majors' (2010, Journal of Computing Sciences in Colleges, Vol. 25, No. 3) and 'Cultural, sociological, and experiential challenges for CIS education' (2008, Journal of Computing Sciences in Colleges, Vol. 23, No. 5). His honors include membership in Beta Gamma Sigma international business honor society, Sigma Iota Epsilon business management honor society, and induction into Upsilon Pi Epsilon computing honor society. Dr. Kitlan serves on the Executive Committee and as webmaster for the American Society of Mechanical Engineers, is affiliated with the American Society for Public Administration, and has delivered lectures on management, leadership, and information technology issues in public and private sectors. He also maintains webmaster roles for several organizations.
