Dr. Ellie Martus is a Senior Lecturer in Public Policy and Program Director in the School of Government and International Relations within Griffith Business School at Griffith University. Her academic career focuses on environmental politics and public policy, with particular emphasis on the influence of industry in environmental and climate policymaking processes, especially in post-Soviet contexts such as Russia and Georgia. Dr. Martus holds a PhD in Politics from the University of New South Wales, an MPhil in Russian and East European Studies from the University of Oxford, and a Bachelor of International Studies from the University of New South Wales. She joined Griffith University in 2020, following her tenure as a WIRL-Marie Skłodowska-Curie COFUND Research Fellow at the University of Warwick from 2017 to 2019. Additionally, she has held visiting research positions at the Aleksanteri Institute, University of Helsinki, and the Australian National University.
Dr. Martus has made significant contributions to the field through her authorship of the book Russian Environmental Politics: State, Industry and Policymaking (Routledge, 2018), which analyzes the dynamics of environmental policymaking in Russia, challenging assumptions about centralized presidential control by highlighting industry influence. Key journal articles include 'Russian coal in a changing climate: risks and opportunities for industry and government' (Climatic Change, 2022, co-authored with Stephen Fortescue), 'Building a green state? Environmental politics in Georgia' (Regional & Federal Studies, 2024), 'Contested policymaking in Russia: industry, environment, and the “best available technology” debate' (Post-Soviet Affairs, 2017), 'Municipal Solid Waste Management in Russia: Protest, Policy and Politics' (Europe-Asia Studies, 2020), and 'Russian industry responses to climate change: the case of the metals and mining sector' (Climate Policy, 2019). Her scholarship, cited over 290 times on Google Scholar, addresses critical issues like climate obstruction, authoritarian governance of environmental policy, and comparative waste management politics. Dr. Martus serves on the editorial team of Environmental Politics, co-chairs the Climate Obstruction in Authoritarian and Non-Democratic States working group, organizes workshops such as Environmental Politics under Authoritarian Rule, and teaches public policy courses while supervising research students.
