Francesco Stolfi is a Senior Lecturer in the School of International Studies, Faculty of Arts, at Macquarie University, where he joined in July 2017 and teaches public policy. He earned his PhD from the University of Pittsburgh in 2006 and has held teaching positions at universities in the United States, Ireland, the United Kingdom, and Malaysia. Stolfi's research focuses on the regulation of professions and occupations, including the regulation of physicians in Australia and Canada, regulation of beekeeping in Australia and its implications for pest control in collaboration with Mary Whitehouse and Fazila Yousuf, and policy entrepreneurs and women's suffrage in colonial Australia with Nicole Starling. His expertise spans public policy, governance, and regulation of professions.
Selected publications include 'Doctors vs. doctors: intra-associational conflict and federalism' (2026), 'Worse than failure: near misses and the regulation of doctors' payments in Australian and Canadian Medicare' (2026), 'Exploration of advanced control and detection methods for varroa mite' (2024, commissioned report with Fazila Yousuf and Mary Whitehouse), 'Sociopolitical reputation and the reform of pharmacies in Greece and Portugal' (2024, with Stella Ladi and Carlos Moury), 'Clientelism' (2023), 'The ghost of crises past: analyzing reform sequences to understand the politics of austerity' (2013, with F. Di Mascio et al.), and 'Budget reform in Italy: importing "enlightened" ideas in a difficult context' (2010, with Chiara Goretti and Luca Rizzuto). Stolfi received the Faculty of Arts Learning & Teaching Educational Leader Award in 2024 for pioneering AI-enhanced learning across multiple disciplines. He supervises higher degree research students, teaches units such as POIR2070 Governance, Power and Public Policy, POIR8090 Advanced Introduction to Policy Making, and SOCI8080 Making Policy in a Globalised World, and has organized events including the Australian Political Studies Association Annual Conference 2021.
