Fred J. Galloway is Professor of Leadership Studies and Director of Strategic Programs in the School of Leadership and Education Sciences at the University of San Diego, positions he has held since July 1999. He was named University Professor for the 2012-13 academic year and previously served as Associate Dean and Leadership Studies Program Director at the same institution from July 2000 to April 2001. Galloway earned an Ed.D. in Administration, Planning, and Social Policy Research from the Harvard Graduate School of Education in 1994, an Ed.M. from Harvard in 1991, an M.A. in Economics from the University of California, San Diego in 1979, and a B.A. in Economics with honors from UCSD in 1976. His research specializations include quantitative research methods, mixed methods, survey research, evaluation theory and practice, higher education policy, economics of education, nonprofit sector analysis, leadership, and behavioral economics. He teaches doctoral courses such as quantitative research methods, advanced quantitative research methods, mixed methods, survey research methods, evaluation theory and practice, higher education policy, economics of education, and leadership and culture. Galloway has chaired 86 doctoral dissertations and served on 120 completed committees at the University of San Diego.
Prior to joining USD, Galloway was Project Director for the Direct Student Loan Evaluation at Macro International in Washington, DC from 1999 to 2000 and Director of Federal Policy Analysis at the American Council on Education from 1996 to 1999. He lectured in economics at San Diego State University, University of San Diego, and Grossmont College from 1980 to 1989. Key publications include 'Putting the leadership back into Human Resources degrees' (2023, with Boozer and Hubbard), 'Findings from the Diocesan Synod Survey' (2023, with Donmoyer), 'Work locus of control and motivational regulation' (2016, with Zigarmi and Roberts), and 'Reconsidering case study designs in school reform' (2010, with Donmoyer). Major awards encompass Faculty of the Year by the Graduate Student Association (2004), Harvard Graduate School of Education Advanced Doctoral Fellow (1993-94), and $20,000 Entering Award from Harvard (1989). Galloway has delivered numerous conference presentations, served on technical review panels for the U.S. Department of Education and National Center for Education Statistics, and conducted mixed-methods research for the Catholic Diocese of San Diego since 2022.
