Garay Chingiz Garaybayli, Doctor of Medical Sciences and Professor, is the Rector of Azerbaijan Medical University and Head of its Psychiatry Department. Born on June 29, 1967, in Baku, he graduated from high school with a gold medal in 1984 and entered the Azerbaijan Medical Institute (now Azerbaijan Medical University) in the same year. He completed the Therapeutic-Prophylactic Faculty with a diploma of distinction in 1992. His professional career commenced at the university's Psychiatry Department as a senior laboratory assistant from 1992 to 1993, followed by roles as assistant from 1993 to 1996 and associate professor from 1996 to 2007. In 1995, he defended his candidate thesis; in 2007, his doctoral dissertation titled “Clinical, Socio-Psychological and Legal Aspects of Homosexuality.” He was awarded the associate professor title in 1997 and full professor in 2012.
Appointed Rector by presidential decree on April 11, 2016, Professor Garaybayli has served since 2007 as Chief Psychiatrist of the Ministry of Health of the Republic of Azerbaijan and National Coordinator for Mental Health. He is Vice-President of the Azerbaijan Psychiatric Association. His research specializations encompass psychophysiology, particularly the psychophysiological characteristics of air traffic controllers and the human factor in aviation management. Key publications include “Psychophysiological characteristics of air traffic controllers of ATC: Control and correction of psychophysiological parameters of human factor in air navigation” (Lambert Academic Publishing, 2020, with A.M. Pashayev and A.M. Mammadov), “The Human Factor in Aviation” (Karabakh II International Congress of Applied Sciences, 2021, with A.M.J. Pashayev et al.), and “Aviadispetçerlərin psixofizioloji göstəricilərinin tədqiqi” (III International Congress of Applied Sciences, 2022, with multiple co-authors). His honors include Honored Teacher of the Republic and the Heydar Aliyev Medal.
