About Juliet

Dr. Juliet Smith serves as Professor of Developmental Studies/English and Dean of Liberal Arts and Sciences at Chesapeake College in Wye Mills, Maryland. Holding a B.A., M.A., and D.Ed., she completed her Doctor of Education in Adult Education at The Pennsylvania State University, defending her dissertation in Fall 2006. Titled 'Voices, Values, Views: A Narrative Ethnography of a Volunteer Literacy Program Student Involvement Group,' the work employed narrative ethnography methodology from a theoretically critical perspective to study a student involvement group at a federally funded volunteer literacy program. This research highlights her interests in adult learning, literacy, and community educational dynamics. Smith joined Chesapeake College in Fall 2005 as Developmental English Instructor, progressing to Associate Professor of Developmental Studies and eventually to her current professorial and deanship roles within the Workforce & Academic Programs English department.

As Dean, she leads the Liberal Arts and Sciences division, fostering academic excellence across English, developmental studies, and related disciplines. Dr. Smith was a key leader in Chesapeake College's institutional accreditation efforts, serving as Tri-Chair of the Middle States Commission on Higher Education self-study alongside President Dr. Chandra Gigliotti and Vice President Dr. Charles Lartey. She drove the comprehensive three-year self-study process, which resulted in the successful reaffirmation of accreditation in 2024 and the formulation of the college's Strategic Plan 2025–2029. Her contributions extended to faculty governance, including Faculty Assembly activities such as reporting on elections and institutional IT initiatives. Additionally, she co-presented on 'Links for Success' in developmental studies contexts and acted as contact for faculty hiring in education-related positions. Through these roles, Dr. Smith has significantly impacted student success, curriculum development, and institutional advancement at Chesapeake College.
