Kyle Kopplin is an Assistant Professor of Economics in the School of Business at Black Hills State University. He received his PhD in Economics from the University of Nebraska-Lincoln in May 2023, where his dissertation, "County Finance, House Prices, and Financial Decision-Making," advised by Sam Allgood, explored property tax capitalization into house prices, discrepancies between self-assessed and sale values of homes, and the role of financial literacy in health insurance and related financial decisions. As a Research Fellow at the Dakota Institute, Kopplin analyzes South Dakota public finance issues, authoring reports such as "What's Driving Property Tax Changes in South Dakota?" (2024), "Just How Much is Inflation Impacting Teacher Pay in South Dakota" (2024), "How are Local Opt-Outs Affecting Local Property Tax Rates?" (2025), and "Beyond Assessed Values: South Dakota Schools Face a Funding Crossroads" (2025).
Kopplin's peer-reviewed publications include "Financial Literacy, Health Insurance, and Health-Related Financial Behaviors" in Numeracy (2024), demonstrating financial literacy's positive impact on health insurance demand; "Behavioral Responses to Nominal Property Tax Changes: Evidence from Self-Assessed Home Values in US Counties" in the Journal of Real Estate Research (2025); "Distributional Responses to Property Tax Changes" in the Journal of Regional Analysis & Policy (2024); "County-Level Property Tax Rate Competition" in Public Budgeting & Finance (2026); and "Tiebout Sorting in Metropolitan Areas in the Wake of the Financial Crisis of 2007–2009" (SSRN, 2025). In 2025, he was honored with Black Hills State University's Presidential Rising Star Faculty Award. Kopplin serves on the Faculty Senate and the Black Hills Roundup Scholarship committee, and delivers public lectures in the Geek Speak series, including "How is That Economics?" His research informs policy on property taxes, school funding, and household financial behaviors.
