Michael Frumkin, Ph.D., served as Dean of the University of Central Florida's College of Health and Public Affairs from 2008 to 2017, becoming the college's second permanent dean following an interim period. As a professor, he played a pivotal role in expanding the college into UCF's second largest unit, with approximately 9,500 students enrolled across 57 degree, minor, and certificate programs in fields such as public administration, criminal justice, social work, health professions, and physical therapy. During his leadership, the college adopted the motto "Strengthening Communities. Changing Lives.," reflecting its commitment to research, education, and community service. Frumkin oversaw the launch of a new doctoral program in criminal justice and contributed as a faculty member in the Public Affairs Ph.D. program, supporting advanced graduate training in public affairs.
Frumkin's tenure emphasized strategic partnerships and community impact. He championed the elevation of the Department of Public Administration to school status in 2011, praising its innovative approaches. Key collaborations included partnerships with Orange County Public Schools, earning a 2016 Partnership Award; the Florida Department of Children and Families for child protection initiatives; and Touro Law Center for an accelerated law degree program. He facilitated discussions for relocating college programs to UCF's downtown campus to enhance synergies with urban services and introduced college leadership to Orange County officials for expanded opportunities. Under his stewardship, the college awarded over 432 scholarships by 2016, honored donors, and produced more than 35,000 alumni serving in health and public affairs roles across regions and globally. Upon stepping down, UCF held a college-wide celebration recognizing his contributions to initiatives like community partnership schools and civic engagement.
