He holds a Ph.D. in Education Policy and Administration with a cognate in Sociology of Education from the University of Wisconsin-Madison (1985) and a B.S. in Latin American History and Education from the same university (1982). Reyes began his academic career as an Assistant Professor at the University of Kansas (1985-1986) and the University of Wisconsin-Madison (1986-1990), joining UT Austin in 1990. Reyes' scholarship examines the intersection of education policy and leadership, focusing on student success and opportunity for children experiencing poverty, particularly urban, migrant, border, and linguistically diverse students. His research addresses educational transitions from K-12 to postsecondary and adulthood, educator and administrator turnover and burnout, management of secondary trauma in schools, and the impacts of policy reforms on marginalized populations. Key publications include the books Resiliency and Success: Migrant Children in the United States (2004), Lessons from High Poverty High Performing Schools: Creating Learning Communities (1999), and Teachers and Their Workplace: Commitment, Performance, and Productivity (1990), alongside numerous articles in Educational Administration Quarterly, Educational Researcher, Journal of Educational Policy, and others. He has secured over $23 million in grants from the National Science Foundation, Spencer Foundation, and U.S. Department of Education. Honors include the Roald F. Campbell Lifetime Achievement Award (University Council for Educational Administration, 2018), presidency of UCEA (1991-1992), National Academy of Education/Spencer Postdoctoral Fellowship, and Distinguished Faculty Award from the Texas Association of Chicanos in Higher Education.
