Moiles co-authored the scholarly article titled 'Distributive and Partisan Issues in Agriculture Policy in the 104th House,' published in the American Political Science Review. Collaborating with Mark S. Hurwitz and David W. Rohde, the paper investigates legislative decision-making in the House Agriculture Committee and the Agriculture and Rural Development Subcommittee of the Appropriations Committee during the 104th Congress. It demonstrates that policy issues are multidimensional, encompassing distributive and partisan dimensions, and that these committees function as homogeneous, high-demand outliers on salient distributive matters. This work has implications for distributive, informational, and partisan theories of legislative organization and behavior, and it appears in collections such as The American Congress Reader. Moiles is recognized as an expert on American politics, elections, public policy, and administration. He has provided analysis for media outlets including FOX 17 on State of the State addresses and presidential speeches, MLive on third-party candidates, WOOD-AM and WPRR-AM on primary races, and participated in events like the 2022 Hauenstein Center Election Panel on rebuilding voter trust for midterms, alongside Nancy Wang of Voters Not Politicians and Justin Roebuck of Ottawa County. His contributions extend to departmental panels and community engagement on political topics.
