Ross D. Silverman, JD, MPH, serves as Professor of Health Services Administration and Policy and Associate Dean for Faculty Affairs in Temple University’s Barnett College of Public Health, with secondary appointments as Professor in the Beasley School of Law and membership in the Center for Public Health Law Research. He earned a BA in History with honors from Indiana University–Bloomington (1992), a JD from Boston University School of Law (1995), and an MPH in Health Services from Boston University School of Public Health (1996). Silverman’s distinguished career includes positions at Southern Illinois University School of Medicine, where he progressed from Assistant Professor in the Departments of Medical Humanities and Psychiatry (1998) to tenured Professor and Chair of Medical Humanities (2007-2013). Subsequently, at Indiana University, he held tenured professorships in the Richard M. Fairbanks School of Public Health, Department of Health Policy & Management, and Robert H. McKinney School of Law (2013-2021), including as Interim Chair of Health Policy & Management (2014-2015).
Silverman’s research specializes in public health law, policy, and ethics, including vaccination law, policy surveillance, legal epidemiology, opioid prescribing regulations, substance use and addiction policies, health care technology, quarantine and isolation, and impacts on vulnerable populations. Key publications include “Laws Governing State Health Official Appointments: A Legal and Historical Review” with Yeager and Halverson (Journal of Public Health Management and Practice, 2024), “Legal Work of Public Health Professionals: The Case for Better Professional Education” with Burris et al. (Public Health Reports, 2024), “The Bridge Builder: Charity Scott's Expansive Vision for Lawyers, Health, and Society” with Tobin-Tyler and Berman (Journal of Law, Medicine & Ethics, 2024), “State-level regulations and opioid-related health outcomes” with Jackson et al. (Drug and Alcohol Dependence, 2022), and “Factors that differentiate COVID-19 vaccine intentions among Indiana parents” with Head et al. (Preventive Medicine, 2022). He received the 2013 APHA Law Section’s Lifetime Service Award and other honors for professional service. Silverman serves on the editorial board of Public Health Reports, was Editor-in-Chief of the Journal of Legal Medicine (2010-2013), and has chaired the APHA Health Law Special Primary Interest Group and Action Board multiple terms.
