Thomas Fullerton serves as the Chair for the Study of Trade in the Americas and Professor of Economics in the Department of Economics and Finance within the Woody L. Hunt College of Business at the University of Texas at El Paso. He holds the Endowed Trade in the Americas Chair and acts as Assistant Chair of the Economics Committee Section of the department. Fullerton earned a BBA in Economics and Finance from the University of Texas at El Paso in 1981, an MS in Economics from Iowa State University in 1984, an MA in Business Economics from the Wharton School of the University of Pennsylvania in 1988, and a PhD in Economics from the University of Florida in 1996, with fields in econometrics and international development. Prior to his academic career at UTEP, where he joined as Assistant Professor in 1996, was promoted to Associate Professor in 2001, and became full Professor in 2006, he worked as Senior Economist at the Bureau of Economic and Business Research, University of Florida (1991-1996), International Economist at Wharton Econometrics (1988-1991), and Economist at the Executive Office of the Governor of Idaho (1984-1987).
Fullerton's research specializations include border economics, regional business cycle analysis, econometric forecasting analysis, and international economics. Key publications encompass highly cited articles such as "Specification of a Borderplex Econometric Forecasting Model" (2001, International Regional Science Review), "Recent Trends in Border Economics" (2003, The Social Science Journal), "Housing Attribute Preferences in a Northern Mexico Metropolitan Economy" (2009, Atlantic Economic Journal), and "Error Correction Exchange Rate Modeling: Evidence for Mexico" (2001, Journal of Economics and Finance). Recent works include "Food Insecurity Cost Estimates for El Paso, Texas" (2024, Journal of Applied Business & Economics), "Commercial Bank and Currency Bureau Exchange Rate Sell-Buy Spreads in a Northern Mexico Metropolitan Economy" (2024, International Trade Journal), and "Maximum Trimmed Likelihood Estimation for Discrete Multivariate Vasicek Processes" (2025, Economies). He has received numerous honors, including multiple UTEP College of Business Administration Outstanding Thesis Mentor Awards (2015-2018, 2021), Economics Faculty Research Awards (2005-2006, 2009, 2011-2012, 2014), and Extramural Funding Outstanding Performance Awards (2012, 2014). Fullerton serves as Assistant Editor of the Journal of Economic Insight and on editorial boards for Análisis Económico, Estudios Fronterizos, and others. He has contributed to committees such as the Board of Directors of the Association for Borderlands Studies (2002-2004) and the Economics Evaluation Committee at El Colegio de la Frontera Norte.
