Description of Job Duties and Responsibilities
Job Description Summary:
The Assistant Vice President for Facilities provides leadership and
management oversight for all aspects of facilities, maintenance,
grounds, custodial, construction, utilities, labor crews, and
infrastructure. This includes the formulation of policy and
standards, standards and procedures, safety practices, physical
plant assessment, and occupational security standards. The AVP will
foster a culture of process improvement and service orientation for
the campus; evaluate and prioritize facility initiatives; and
collaborate with stakeholders to further institutional strategic
and operational goals to ensure the effective, efficient, and
secure operation of all facilities. The AVP will be a creative and
strategic leader, exhibit outstanding collaboration skills, and be
an excellent communicator. The AVP reports to the Vice President of
Finance & Administration and Chief Financial Officer.
This position has been designated as essential. This means that
when Fairmont State University is faced with an institutional
emergency, employees in such positions may be required to remain at
their work location or to report to work to protect, recover, and
continue operations at Fairmont State University.

Duties and Responsibilities:
The AVP has responsibility for all aspects of the institution’s
physical plant, trades and services, custodial, grounds,
occupational safety, construction, and deferred maintenance program
as well as all related departmental budgets and staff. Specific
oversight functions include but are not limited to the
following:
- The AVP of Facilities will integrate into the Universities
culture as a collaborative service provider and partner within all
levels of the organization.
Develop a service and student oriented mentality within the
Facilities organization to support the strategic vision of the
President and Board of Governors. Plans, sets priorities,
identifies measurable outcomes, and oversees all major facilities
functions and policies in alignment with the institution’s
strategic initiatives.
Drives a team environment within the Facilities Department,
keeping customer service, student support, and accountability as
primary directives.
Establish and drive a maintenance and support culture to make
all facilities and grounds a place of pride within the University
community.
Develop a robust preventive maintenance life cycle plan and
recommend funding streams for the replacement of campus
infrastructure.
Facilitates professional training and development of employees;
holds subordinates accountable for effectiveness, efficiency, and
professional conduct; conducts effective searches by recruiting,
hiring, training, evaluating, and motivating employees;
participates in the administration of progressive discipline as
needed; ensures good performance is rewarded; fosters an
environment where all employees feel valued; promotes diversity,
equity, and inclusion in all work units and decisions.
Coach and ensure team development and training to ensure that
best practices are implemented and support a culture of quality
customer service.
Oversees all capital construction and major deferred
maintenance projects including development of RFPs, architectural
design reviews, vendor management, quality assurance, system
commissioning, invoice authorization, and warranty
administration.
Provides Directors, Team Leads, and other supervisors with
expert technical support and guidance relative to various building
systems and equipment; oversees the utilization of the computerized
maintenance management system including monthly reporting.
Recommends strategic and operational initiatives in support of
the Strategic Vision which supports and advances the institution’s
priorities.
Authorize and oversee the deployment, monitoring, maintenance,
development, and support of all facilities-based assets for
institution-wide needs.
Provide exceptional oversight with multiple vendors, including
architects, engineers, and contractors, in coordination with all
functional areas under the Facilities program.
Supports and helps with the administering of vendor,
consultant, and service contracts and ensures that Fairmont State
University receives the full scope of service detailed in
contracts.
Prepare department annual budgets and administer funds
according to budget approval.
Explore, evaluate, and prioritize opportunities for automation,
efficiency, cost reductions, and sustainability efforts.
Collaborate with campus leadership in planning for disaster
recovery and emergency responses.
Maintains awareness of changing trends and regulations that may
impact the institution and recommends or take appropriate
corrective action as required.
Other related duties as assigned.
Minimum Required Education
Bachelor’s degree in related field required

Minimum Required Qualifications
Seven years of senior leadership experience in facilities
operations management with a demonstrated history of success in a
maintenance organization, campus support, and capital improvement.
Preferred candidates will have experience in higher education
within the state of West Virginia.

in the direction required to achieve the highest standards and
support for the Fairmont State University’s faculty, students, and
staff.

- Demonstrated success in implementing and administering policies
and processes in compliance with all regulatory requirements.

- Demonstrated ability to lead and collaborate with diverse
groups of people.
- Proven ability to work both independently and collaboratively,
take initiative in the development and management of concurrent
projects, and meet deadlines.
- Proven ability to maintain a broad organizational perspective
and relationship with other departments to effectively carry out
the internal and external relationships of the office.
- Dependability, flexibility, and willingness to oversee, direct,
and respond to campus issues or outages during non-standard work
schedules.
Preferred Qualifications
Professional Engineer or Certified Facilities Manager
preferred.
