Position Summary
Responsible for supporting the Director of FMS in the day-to-day management of personnel, finances, and equipment, and in the implementation of programs and policies related to the maintenance of campus buildings and grounds. Monitors the campus utility operations and the mechanical, electrical, and structural maintenance programs for the building and utility systems. Also, manages department material and financial resources.
Essential Duties and Responsibilities
- Assumes full responsibilities for Facilities Maintenance and Services in the absence of the Director, with authority over all department managers. Also, acts as the principal representative for the department on FMS operational matters and serves as the institutional representative to professional organizations;
- Represents the department on ongoing campus committees;
- Works with the Director in establishing priorities and making purchases;
- Determines training needs with department and unit heads and assist in developing training programs or in securing outside resources to address training needs;
- Responsible for maintenance, custodial, grounds, and leadership training programs;
- Develops and implements a training package for use during departmental new employee orientation.
- Develops annual work plan that identifies goals and expected accomplishments for the Operations Teams;
- Responsible for annual facilities audit and inventory of all facilities, systems, and equipment for which the department is responsible. Reviews department equipment needs, prepares reports on equip status, and develops equip requests;
- Develops and revises policies pertaining to the provision of services; e.g. priorities, scheduling, nature for services provided, degree to which service is provided, and charges for services provided;
- Evaluates the effectiveness of the services provided and performs inspections on work in progress and upon completion;
- Reviews reports on personnel transactions: e.g. sick leave, vacations, leaves of absence, etc.;
SUPERVISORY RESPONSIBILITIES
This position has supervisory responsibilities for one or more positions in the department. This does not include work study students.
DIMENSIONS
Contributory responsibility for department budget. Contributory and shared responsibility for project budgets from $100K - $10M
Required Qualifications
Bachelor's required with a minimum of seven (7) years' work experience in facilities management, engineering or architecture required. Previous supervisory experience is required.
The incumbent must be familiar with computerized maintenance management systems (CMMS). The ability to manage and motivate a diverse workforce of approxiametly 60 people.
This position requires excellent organizational skills in order to maintain and retrieve various types of information and documentation; experience in interpreting as-built documents, vendor proposals and estimates as essential to maintenance projects or minor improvements; and working knowledge of building codes, fire and safety codes and requirements.
Excellent oral communication skills are required when presenting information and responding to questions from students, employees, the general public in one-on-one or group situations and when conveying information to employees, design consultants, contractors and governmental officials. Incumbent must be able to write various reports, business correspondence and procedure manuals plus compose memos, letters, and emails. Must demonstrate the ability maintain a positive work environment and share knowledge in a manner others may perform their duties. Also, must be able to read, analyze, and interpret documents such as safety rules, operating and maintenance instructions, and procedural manuals.
To perform this job successfully, an individual must have intermediate skills using Microsoft Office Suite (Word, Excel, PowerPoint) which including such things as writing business correspondence, memos, and e-mails, plus creating flyers, tables, spreadsheets using formulas, and graphs.
Must be able to pass a pre-employment drug test.
Preferred Qualifications
- Master's degree preferred.
- Experience in a higher education institution and CADD, a plus.
- Experience using AutoCad, Adobe Acrobat/Illustrator, and Prolog Construction software packages, preferred.
Certifications, Licenses, Restrictions
- An Engineer (P.E.), an Architect (R.A.) or a Certified Educational Facilities Professional (CEFP) credential preferred.
- Current valid Georgia Driver's License required.
Physical Demands
While performing the duties of this job, the employee is regularly required to: sit, talk, walk, hear, use hands for computers and other office equipment. and to move items. The employee frequently is required to: stand, and taste or smell. The employee is occasionally required to: reach with hands and arms, climb, stoop, and lift and/or move up to 25 pounds. Specific vision abilities required by this job include the ability to adjust focus.
