Doctor Pedro Nuno de Freitas Lopes Teixeira, Full Professor of School of Economics and Management of the University of Porto, Rector of the same University:
I hereby make known that by my order of 24 of July of 2026, for a period of 30 (thirty) working days from the day immediately following the publication of this Public Notice in the Diário da República, a international selection procedure is opened for the recruitment of one Associate Professor for the disciplinary area of Cardiology of the Medical Sciences group of the Faculty of Medicine of the University of Porto.
1 – Applicable legal provisions
This international selection procedure is opened under the provisions of:
- articles 37 to 51, 61 and 62-A of the Statute of the University Teaching Career (hereinafter referred to as ECDU), republished by Decree-Law No. 205/2009, of August 31, and amended by Law No. 8/2010, of May 13;
- Regulation of international selection procedures for the Recruitment of Full, Associate and Assistant Professors of the University of Porto, approved by Order No. 12913/2010, published in the Diário da República, 2nd series, No. 154, of August 10, as amended by Resolution (extract) No. 380/2019, published in the Diário da República, 2nd series, No. 64, of April 1, hereinafter referred to as the Regulation;
- Disciplinary and scientific areas of the Faculty of Medicine of the University of Porto, as set out in Order No. 7793/2022, of June 1, published in the Diário da República, 2nd series, No. 121, of June 1, 2022, rectified by Rectification Declaration No. 450/2023, published in the Diário da República, 2nd series, No. 117, of June 19, 2023;
- Code of Administrative Procedure, approved by Decree-Law No. 4/2015, of January 7, in its current wording, hereinafter referred to as CAP.
2 – Administrative admission requirement
Administrative admission to the international selection procedure is subject to the fulfilment of the following requirement:
- Holding the degree of Doctor for more than 5 years, counted up to the day prior to the closing date for the submission of applications.
If the doctorate was conferred by a foreign higher education institution, it must be recognized by a Portuguese higher education institution, pursuant to Decree-Law No. 66/2018, published in the Diário da República, 1st series, No. 157, of August 16. This formality must be completed by the time of contracting.
3 – Approval on absolute merit
3.1 – In the absence of grounds for rejecting applications, the Selection Panel shall deliberate on their approval or non-approval on absolute merit, by justified nominal vote, with abstentions not permitted.
3.2 – A candidate is considered approved on absolute merit if approved by an absolute majority of the voting members of the Selection Panel.
3.3 – Approval on absolute merit is contingent upon possession of an overall curriculum that the Selection Panel considers, with reasoned justification, to be of scientific and pedagogical merit, research capacity and activity developed in the disciplinary area of Cardiology, and appropriate to the category of Associate Professor, as documented in the information submitted to the international selection procedure.
3.4 – For the purposes of the assessment referred to in the preceding point, a vote in favor of a candidate's approval on absolute merit shall further depend on the fulfilment of the following criteria:
- 3.4.1 – A doctoral degree obtained at a Medical School;
- 3.4.2 – Holding the title of Specialist and Consultant in Cardiology;
- 3.4.3 – Meeting at least one of the following criteria (a or b):
- a) Publication of at least 14 scientific articles in a journal indexed in the Web of Science Core Collection (WoS CC) and with an impact factor in the Journal Citation Reports (JCR), or indexed by Scopus and with a SCImago Journal Rank Indicator (SJR), where:
- i. First or last author in at least 7 in the disciplinary area of the international selection procedure;
- ii. And at least 7 are within the 50th percentile of the disciplinary area of the international selection procedure, with reference to the impact factor of the Journal Citation Reports (JCR) or the SCImago Journal Rank (SJR) of the SCImago Journal & Country Rank. The percentile must relate to the year of publication of the article or, where unavailable, to the last year available before its publication.
- b) The number of citations of their articles and other works, as first or last author, must be greater than 250, with reference to the number of citations in SCOPUS, and the overall H-index must be greater than 8.
- a) Publication of at least 14 scientific articles in a journal indexed in the Web of Science Core Collection (WoS CC) and with an impact factor in the Journal Citation Reports (JCR), or indexed by Scopus and with a SCImago Journal Rank Indicator (SJR), where:
- 3.4.4 – Elaboration and coordination of scientific projects, as principal investigator in the disciplinary area of the international selection procedure.
- 3.4.5 – Responsibilities in postgraduate training, with completed supervision/co-supervision of at least 1 Doctoral student and at least 4 Master's/Integrated Master's students. The absence of Master's supervisions may be offset by another completed Doctoral supervision.
4 – Assessment and ranking on relative merit
Once candidates approved on absolute merit have been definitively identified, they shall be ranked on relative merit, based on the assessment dimensions and ranking criteria, respective weighting and final scoring system set out below, established in accordance with the provisions of No. 6 of article 50 of the ECDU and article 15 of the Regulation, without prejudice to the minimum requirements identified in the sub-paragraphs of point 3.4 of this public notice, where applicable.
4.1 – Methodology and assessment dimensions
Candidates approved on absolute merit are subject to a curricular assessment, having regard to the general functions assigned to university teaching staff as set out in article 4 of the ECDU, focusing on the following dimensions and project, and giving weight to the following curricular aspects in the disciplinary area of Cardiology:
- Scientific Merit (VMC) – 45%
- Pedagogical Merit (VMP) – 35%
- Other Activities (VOA) – 5%
- Scientific/Pedagogical Project – 15%
4.2 – Assessment criteria
The criteria to be taken into account when assessing each of the assessment dimensions identified in the preceding point, and the weighting to be assigned to each of them in the final classification, are as follows:
4.2.1 – Criteria for the assessment of the Scientific Merit dimension (VMC) – 45%
In the assessment of candidates' scientific merit, the following parameters shall be considered:
4.2.1.1 – Scientific output (35%):
The quality and quantity of scientific output (full-text articles as first, second, penultimate or last author, books, conference communications) as expressed by the number and type of publications, by the recognition accorded by the scientific community (reflected in the quality of publication venues and citations by other authors) and, where applicable, by the capacity to translate research results achieved.
The quality and quantity of scientific output shall be assessed with reference to the following parameters: full-text scientific output in journals indexed in WoS CC or Scopus, weighted by quartile ranking of the impact factor in JCR or SJR of the respective journals; citations in WoS CC or Scopus; H-index of publications in WoS CC or Scopus; other scientific output, namely full-text articles in conference proceedings indexed in WoS CC or Scopus, publications in journals not indexed in WoS CC or Scopus, conference communications, books and book chapters.
4.2.1.2 – Scientific engagement (10%):
- Coordination and execution of scientific projects: quality and quantity of scientific projects in which the candidate participated and results obtained, with emphasis on project coordination; in the assessment of quality, consideration should be given to the type of funding obtained for the project and to which entity was responsible for the evaluation;
- Building scientific teams: capacity to generate and organize scientific teams and conduct postgraduate projects, with emphasis on the supervision/co-supervision of postdoctoral, doctoral, master's and integrated master's students;
- Engagement with the scientific community: capacity for engagement with the scientific community, expressed through the organization of events, collaboration in journal editing, publication of review articles or book chapters, delivery of invited lectures, participation in academic juries, etc., with particular emphasis on international-level engagement;
- Mobility: national and international mobility in the practice of scientific research;
- Other factors: such as, for example, spin-off companies, patents, development of innovative technologies with clinical application.
4.2.2 – Criteria for the assessment of the Pedagogical Merit dimension (VMP) (35%):
In the assessment of candidates' pedagogical merit, consideration shall be given to the capacity to promote new pedagogical projects, to reform or improve existing projects, and to carry out projects with impact on the teaching/learning process, as well as the quality of service provided in pre- and postgraduate training, pedagogical materials produced, publications or conferences of a pedagogical nature, engagement in the coordination of the institution's pedagogical activity, and the capacity to create and participate in training activities outside the institution itself, including the dissemination of medical science to the community. This parameter shall be measured by:
4.2.2.1 – Execution of pedagogical projects (15%):
participation in the creation of new curricular units; creation and participation in the creation of new courses or study programs; reformulation of existing curricular units; reformulation of existing courses or study programs.
4.2.2.2 – Pedagogical activity (20%):
- Teaching performance: service provided in pre- and postgraduate training, notably through the delivery of theoretical, practical and theoretical-practical classes in curricular units across the various cycles of study and non-degree programs or courses;
- Quality of pedagogical performance, measured through the results of pedagogical surveys;
- Pedagogical coordination, notably as coordinator of curricular units and participation in pedagogical management bodies;
- Pedagogical output, notably pedagogical materials produced, publications or conferences of a pedagogical nature; creating and participating in community training activities, including the dissemination of medical science to the community.
4.2.3 – Criteria for the assessment of the Other Activities dimension (VOA) (5%)
Measured by the following parameters: other activities of curricular relevance, namely clinical activity and/or participation in advisory or management bodies of the faculty or university or in bodies of other institutions or other extension activities.
4.2.4 – Scientific/Pedagogical Project (SPP) (15%)
A program that the candidate proposes to develop over the next five years in the disciplinary area of Cardiology, to be assessed in the light of its scientific and pedagogical dimensions, measured by the following parameters: degree of adequacy of the document's structure, clarity and rigor of language in relation to the proposed objectives; degree of justification of the proposed activities through, in particular, relevant technical and scientific references relating to the proposals in question; degree of originality and innovation of the scientific and pedagogical proposals presented; contribution to the Institution's mission. The project shall not exceed 4,000 words, with its format and organization left to the candidate's discretion.
5 – Mode of operation of the Selection Panel
5.1 – Scoring of candidates
Each member of the Selection Panel conducts their own assessment exercise, scoring each candidate in relation to each dimension and project on a scale of 0 to 100 points, rounded to one decimal place, taking into account the assessment criteria approved and published in this public notice, with a level of stringency adjusted to the category for which the international selection procedure is opened.
5.2 – Final Result
The Final Result (FR) of each candidate's assessment by each member of the Selection Panel is calculated by adding the scores in each dimension, taking into account the respective weighting.
Following their assessment exercise, each member of the Selection Panel draws up their ranked list of candidates, which informs the votes leading to the final decision and ranking of candidates in accordance with point 4, ties between candidates in the final classification not being permitted.
5.3 – Panel deliberations
5.3.1 – Any deliberation shall result from article 17, No. 12 of the Regulation, applicable by virtue of article 83-A of the ECDU, which determined its approval with a view to implementing the rules of that legal instrument, covering the procedural conduct of international selection procedure, in particular the system of assessment and final classification.
Accordingly, pursuant to article 17, No. 12 of the said Regulation, the Selection Panel shall deliberate by justified nominal vote based on the selection criteria adopted and published, on the approval and ranking of candidates, an absolute majority being required for any deliberation, with abstentions not permitted.
5.3.2 – Ranking methodology
In the various votes, each member of the Selection Panel must respect their ranked list, observing the following in the voting:
- The first vote is intended to determine the candidate placed in 1st place, by counting the number of votes each candidate receives for that position;
- If a candidate obtains an absolute majority of votes for 1st place, they are placed in that position and removed from the ballot, initiating the procedure to choose the candidate for 2nd place;
- If no candidate obtains an absolute majority of votes for 1st place, a new ballot is held, limited to the candidates who received votes for 1st place, after removing the least-voted candidate for that position in the previous vote;
- If two or more candidates are tied for the position of least-voted, a tie-breaking vote is held among them, counting the number of first relative positions of each, with the least-voted being removed;
- If the tie persists among two or more candidates for the position of least-voted, but the number of tied candidates in that position has been reduced compared to the previous voting round, a new tie-breaking vote is held among those tied in the least-voted position, counting the number of first relative positions of each, with the least-voted being removed;
- If the tie persists among two or more candidates for the position of least-voted, without any reduction in the number of tied candidates in that position compared to the previous voting round, the tie is resolved by the quality vote of the Panel President or by the exercise of a casting vote, as the case may be, with the candidate voted by the President being chosen to proceed to the subsequent vote for the same position;
- Where a tie exists when only two or more candidates remain for 1st place, the tie is resolved by the quality vote of the Panel President or by the exercise of a casting vote, as the case may be;
- Once the candidate for 1st place has been selected, they are removed from the ballots and the procedure for selecting the candidate to be placed in 2nd place begins, repeating the process referred to in the preceding sub-paragraphs for subsequent positions until a single ranked list of all candidates is obtained.
6 – Submission of applications
6.1 – Submission of applications
Candidates must access and register on the electronic platform www.apply.up.pt to submit their application, selecting the procedure to which they wish to apply (procedure code: DOCPUB-FMUP-26-3), by the end of the deadline. The application is completed by filling in the sections available on the Apply UP platform under "A minha candidatura" ("My application").
6.2 – Application documentation
Applications must mandatorily be accompanied by the following documents:
- Documentary evidence of fulfilment of the conditions set out in point 2 of this Public Notice, namely a doctoral degree certificate, except for cases where the doctoral degree was obtained at the University of Porto. The applicant to the international selection procedure who is selected for the position to be filled, if they hold a doctoral degree obtained abroad, must present the recognition or registration (as applicable) of their degree at the time of signing the contract, pursuant to Decree-Law No. 66/2018, of August 16, under penalty of exclusion;
- Curriculum Vitae, in Portuguese, containing all information relevant to demonstrating compliance with the criteria set out in point 3 of this public notice, as well as for the assessment of the application having regard to the assessment criteria set out in point 4.2.
- The Curriculum Vitae must include a list, under penalty of exclusion, of all scientific publications submitted as part of the application, specifying, for each of them and also in aggregate for the set:
- whether it is included in the Web of Science Core Collection (WoS CC) database and/or the Scopus database;
- if so, whether it is in the top two quartiles of the Journal Citation Reports and the SCImago Journal Rank;
- whether the candidate is first or last author;
- the number of citations in the Web of Science and Scopus databases;
- the number of citations in the Web of Science and Scopus databases for works of which they are first or last author;
- Documents proving Specialist and Consultant status in Cardiology (to demonstrate compliance with the provisions of point 3.4.2 of this public notice);
- Works mentioned in the submitted curriculum, enabling verification and assessment of the criteria set out in points 3.4 and 4.2 of this public notice. Additionally, candidates may highlight in their submitted curriculum up to ten of those works/activities which they consider most representative of the activity they have developed, in particular in the disciplinary area in which the international selection procedure is opened.
- A file containing the Scientific/Pedagogical Project proposal, drawn up in accordance with the provisions of point 4.2.4.
6.3 – Each of the documents referred to in sub-paragraph d) of point 6.2 of the international selection procedure public notice must be submitted as an individual file and in full version on the Apply platform. The documents may be integrated into folders in compressed format (zip, rar, 7z).
6.4 – For the purposes of evaluating applications, no documents whose access is provided via links will be considered.
6.5 – The documents referred to in point 6.2 must preferably be submitted in non-editable format.
6.6 – Failure to comply with the provisions of point 6.1 shall result in exclusion of the application.
6.7 – Failure to submit or submission after the deadline of the documents referred to in sub-paragraphs a) to e) of No. 6.2 shall result in non-admission of the application.
7 – Notifications and hearing of interested parties
7.1 – The Human Resources Service of the University of Porto's Centre for Shared Resources and Services shall notify candidates of the order of administrative admission or non-admission to the international selection procedure, which shall be based on compliance or non-compliance with the requirements set out in the applicable legislation, the conditions established in point 2 and point 6.7 of this public notice.
7.2 – A prior hearing shall be held, pursuant to articles 121 and 122 of the CAP, for candidates who have not been administratively admitted, candidates not approved on absolute merit, and candidates ranked in a position on the ranked list that cannot be filled by the position to be filled in the international selection procedure.
All candidates shall be notified of the approval of the Selection Panel's final deliberation.
7.3 – Notifications shall be made through publication on the electronic platform Apply UP, pursuant to articles 112, No. 1, sub-paragraph c), and 113, No. 5 of the CAP.
The time allowed for candidates to respond, in writing, is ten working days.

9 – Other Provisions
Joint Order 373/2000, of March 31, of the Minister of State Reform and Public Administration and the Minister for Equality, makes it mandatory that the following statement be included in entry and promotion international selection procedures:
"In compliance with sub-paragraph h) of article 9 of the Constitution, the Public Administration, as employer, actively promotes a policy of equal opportunities between men and women in access to employment and career progression, scrupulously ensuring the avoidance of any and all forms of discrimination." In this regard, the terms "candidate(s)", "professor(s)" and other similar terms are not used in this public notice to indicate the gender of individuals.
