Offer Description
1. Object of the Procedure
ARDITI – Regional Agency for the Development of Research, Technology and Innovation – Association, through the President of its Board of Directors, announces the opening of an international selection tender procedure for the hiring of an auxiliary doctoral researcher in Ecological Geospatial Modeling with an emphasis on the integration of environmental and biological data, as well as statistical modeling and biotelemetry, under an unfixed-term employment contract, in accordance with the Labor Code.
This tender is opened under the Program-contract signed between the Autonomous Region of Madeira and ARDITI - Regional Agency for the Development of Research, Technology and Innovation - Association, intended to finance the "phased hiring of doctoral researchers by research and development units, whose management or host entity is headquartered in the Autonomous Region of Madeira".
The researcher to be hired will be integrated into the MARE-Madeira Regional Research Unit, headquartered at ARDITI, which is an integral part of the Marine and Environmental Sciences Centre (MARE). MARE-Madeira focuses on the study of marine and coastal ecosystems, with special attention to the specificities of the Madeira archipelago and its surrounding waters.
The objectives of this Regional Research Unit are directly aligned with those defined for the Autonomous Region of Madeira, namely regarding the implementation of the Marine Strategy Framework Directive (MSFD) and the Regional Smart Specialization Strategy (RIS3). Through research projects focused on assessing human pressures and impacts, the blue economy, and marine ecosystem services, and in articulation with the local community, MARE-Madeira contributes to strengthening the Region's scientific and technological base.
This position fits into MARE's strategic objectives for the development of excellent research in the areas of marine and coastal ecosystems, namely through the application of geospatial modeling approaches and the integration of environmental and biological data. The candidate's experience will contribute significantly to ongoing research projects, strengthening institutional capacities in this area.
2. Applicable Legislation
- Decree-Law N.º 57/2016, of August 29, which approves a doctoral hiring regime intended to stimulate scientific and technological employment in all areas of knowledge (RJEC), as amended by Law N.º 57/2017, of July 19.
- Regulatory Decree N.º 11-A/2017, of December 29, which establishes the remuneration levels for the doctoral hiring regime.
- Decree-Law N.º 63/2019, of May 17, which establishes the legal regime for Institutions dedicated to research and development, as amended by Decree-Law N.º 126-B/2021, of December 31.
- Decree-Law N.º 66/2018, of January 1, which approves the legal regime for the recognition of academic degrees and higher education diplomas awarded by foreign higher education institutions, as amended by Decree-Law N.º 86/2023, of October 10.
- Labor Code, approved by Law N.º 7/2009, of February 12, in its current wording.
3. Composition of the Jury
The Jury is composed of the following members:

- Effective member: Ana Costa (University of the Azores)
- Substitute member: Thomas Dellinger (University of Madeira)

4. Activities to be Performed
This procedure is opened for the performance of Research activities, on an exclusive dedication basis, in the scientific area of spatial ecology and geospatial modeling, with an emphasis on the integration of environmental and biological data, including animal telemetry data, as well as the application of spatial analysis and statistical modeling methodologies. These activities must be framed within the research activities of MARE-Madeira and contribute to the development of the Regional Smart Specialization Strategy of the Autonomous Region of Madeira.
5. Workplace
The activities to be performed will be developed at ARDITI's facilities, located in the Madeira Tecnopolo Building, Floor 2, Caminho da Penteada, 9020-105 Funchal, without prejudice to the fact that the work may also take place in other facilities assigned to ARDITI's activity or indicated by it.
6. Remuneration
This tender procedure is open for the category of auxiliary researcher, in the scientific research career, level 1, index 195, in accordance with ARDITI's "2026 Salary Grid - Doctoral Researchers", to which corresponds a gross monthly remuneration of 3,576.56 euros.
7. Duration of the Contract
7.1 The contract to be signed will be entered into as an unfixed-term contract, lasting as long as the reason that justifies its execution and the aforementioned funding persist, with a maximum limit of 6 years under the provisions of paragraph n.º 3 and subparagraph b) of n.º 1 of Article 6.º of the RJEC.
7.2 The termination of funding, the extinction of the project, or the conclusion of the activities that constitute the object of this tender procedure will determine the expiration of the contract, which will operate with the communication referred to in paragraph one of Article 345.º of the Labor Code. That is, foreseeing the occurrence of the term, the employer communicates its termination to the employee, with a minimum notice of seven, 30, or 60 days, depending on whether the contract has lasted up to six months, from six months to two years, or for a longer period.
8. Admission Requirements
8.1 National, foreign, and stateless candidates who hold a doctoral degree in a branch of knowledge or specialty that covers the scientific area of Biological Sciences or related areas may apply for the tender procedure.
8.2 Degrees obtained in foreign countries require the presentation of a Portuguese Recognition issued by a Portuguese higher education institution that grants the degree or diploma in that training area, specialty, or branch of knowledge, under the provisions of Decree-Law N.º 66/2018, of August 16, which approves the legal regime for the recognition of academic degrees and higher education diplomas awarded by foreign higher education institutions, regulated by Ordinance N.º 33/2019, of January 25, amended by Ordinance N.º 43/2020, of February 14, and amended by Decree-Law N.º 86/2023, of October 10.
In these situations, the presentation of the Recognition will only be required for the purpose of signing the contract, that is, until the end of the period granted for the execution of the contract.
9. Formalization of Applications
9.1 Applications must be sent by email to rh@arditi.pt and addressed to the President of ARDITI's Board of Directors. The subject line must identify this notice "ARDITI-2026-002", and the body of the email must contain personal data (full name, Citizen Card number and date or civil identification number, tax identification number, date and place of birth, residence and contact address, including email address and telephone contact).
9.2 The application must be accompanied by documents proving the conditions set out in point 8 for admission to this tender procedure, namely:
- Copy of the certificate or diploma (Degrees obtained in foreign countries require the presentation of a Portuguese Recognition issued by a Portuguese higher education institution that grants the degree or diploma in that training area, specialty, or branch of knowledge, under the provisions of Decree-Law N.º 66/2018, of August 16, and amended by Decree-Law N.º 86/2023, of October 10, which approves the legal regime for the recognition of academic degrees and higher education diplomas awarded by foreign higher education institutions, regulated by Ordinance N.º 33/2019, of January 25, amended by Ordinance N.º 43/2020, of February 14.);
- Doctoral thesis or equivalent document(s) that determined the awarding of this academic degree;
- Detailed curriculum vitae, structured according to the items in points 10.5 to 10.7, highlighting, with copy attached, the works the candidate considers most relevant for each item;
- Motivation letter;
- Activities plan aiming at a proposal for the development and implementation of research projects with an emphasis on the Autonomous Region of Madeira, demonstrating how the candidate intends to contribute to the development of the Regional Smart Specialization Strategy of the Autonomous Region of Madeira;
- Other documents the candidate justifies as being relevant to the analysis of their application.
9.3 Candidates submit the application and documents referred to in the previous number, in PDF format, until the last day of the tender procedure opening period, which is set at 10 working days after the publication of this Notice. A candidate may, based on the impossibility or excessive hardship of sending any of the documents by email, deliver them in physical format, respecting the aforementioned date, by registered mail with return receipt to the postal address "Edifício Madeira Tecnopolo, Piso 2, Caminho da Penteada, 9020-105 Funchal" or by hand to ARDITI's Administrative and Financial Department. If the candidate's justification for delivering documents only in physical format is not accepted, the President of the Jury gives them a reasonable deadline to also present them in digital format.
9.4 The application and documents may be submitted in Portuguese or English, without prejudice to the President of the Jury, if a member who does not master the Portuguese language is part of it, demanding that, within a reasonable period, the candidate proceeds with the English translation of a document previously submitted by them in Portuguese.
9.5 By decision of the President of ARDITI's Board of Directors, candidates who do not comply with the aforementioned requirements for formalizing applications are not admitted to the tender procedure, and candidates who do not submit the application, or do not deliver all documents referred to in subparagraphs a) to e) of point 9.2, or who present them in an illegible, incorrectly filled out, or invalid manner are summarily excluded. They also have the right to require any candidate, in case of doubt and for the purpose of their admission to the tender procedure, to present documentary proof of their respective declarations.
10. Evaluation of Applications
10.1 The Jury will deliberate on the approval or rejection of candidates in absolute merit, by justified nominal vote, and abstentions are not allowed.
10.2 A candidate who obtains a favorable vote from more than half of the voting Jury members is considered approved in absolute merit.
10.3 A vote against approval in absolute merit may also be justified by non-compliance with the following circumstance:
a) If the Scientific project prepared by the Candidate proves to be clearly insufficient and disconnected from the scientific area(s), suffering from serious inaccuracies or is not supported by the candidate's previous work.
10.4 Under the terms of Article 5.º of the RJEC, candidate selection is carried out through the evaluation of their scientific and curricular trajectory.
10.5 The evaluation of the scientific and curricular trajectory focuses on the relevance, quality, and up-to-dateness:
a) Of the scientific, technological, and academic production of the last five years considered most relevant by the candidate;
b) Of applied research activities in Ecological Geospatial Modeling with an emphasis on the integration of environmental and biological data, as well as in statistical modeling and biotelemetry;
c) Of knowledge extension and dissemination activities developed in the last five years, namely in the context of promoting scientific practices, considered most relevant by the candidate;
d) Of management activities of science, technology, and innovation programs, or experience in the observation and monitoring of the scientific and technological system or higher education, in Portugal or abroad.
10.6. The five-year period referred to in the previous number may be increased by the Jury, upon the candidate's request, when justified by a suspension of scientific activity for socially protected reasons, namely for reasons of parental leave, prolonged serious illness, and other situations of unavailability for work legally protected.
10.7. The evaluation criteria are those listed in this number, with the faculty stated in point 10.8, and giving particular relevance to the curriculum vitae and the contributions considered most relevant by the candidate in the last 5 years:
10.7.1. Quality of scientific, technological, cultural, or artistic production, considered most relevant by the candidate, and relevant to the project to be developed, which was given a weighting factor of 35% considering:
a) Scientific publications: a parameter that takes into account books, book chapters, articles in scientific journals, and international conference proceedings of which the candidate was an author or co-author, considering:
- their nature;
- their impact;
- the scientific/technological level and innovation;
- diversity and multidisciplinarity;
- the importance of the contributions to the advancement of the current state of knowledge,
the importance of the works selected by the candidate as most representative, namely regarding their contribution to the development of the scope for which the tender procedure is opened.
b) Recognition by the international scientific community: a parameter that takes into account:
- editorial activities in scientific journals;
- coordination and participation in scientific event program committees;
- delivery of invited lectures at scientific meetings or in other institutions;
- participation as a member of scientific societies of competitive admission and other similar distinctions;
- It also considers the coordination and participation in scientific projects: a parameter that takes into account the candidate's participation and coordination of scientific projects, subject to a competitive tender procedure, considering:
- the territorial scope and its dimension;
- the technological level and the importance of the contributions;
- innovation and diversity.
c) Monitoring and supervision of students, trainees, and research fellows.
10.7.2. Knowledge extension and dissemination activities, namely in the context of promoting culture and scientific practices, considered most relevant by the candidate, and relevant to the project to be developed, which was given a weighting factor of 15% considering:
1. Services to the scientific community and society: a parameter that takes into account participation in scientific and technological dissemination initiatives, when carried out with the scientific community, namely through participation in congresses and conferences.
10.7.3. Research activities developed in recent years and considered of greatest impact by the candidate, which were given a weighting factor of 30% considering experience in:
- Carrying out different ecological models of animal distribution and movement.
- Acquisition, processing, and analysis of environmental and biological data.
- Knowledge of island ecosystems, especially in Macaronesia.
- Organization of workshops or specialized courses.
- Knowledge acquired outside the region, i.e., internationalization.
10.7.4. Conduction of a presentation session of the results of their research with the candidate, following which the Jury members must stimulate an open debate on its content, which was given a weighting factor of 20%.
10.8. When weighting the evaluation criteria listed in numbers 10.7.1 to 10.7.4, each Jury member may consider the following additional parameters, under the following conditions: 10.8.1.a. Relevance and quality of the proposed work plan for the research activities and projects of MARE-Madeira and ARDITI in the Autonomous Region of Madeira; 10.8.1.b. Proven experience in the area of geospatial modeling, reflecting knowledge in the area of environmental and biological data integration, ecology, and biotelemetry.
10.9. The Jury, whenever it deems necessary, may request the candidate to present additional documentary evidence of their declarations, which are relevant to the analysis and classification of their application.
10.10. False statements made by candidates will be punished under the law.
11. Classification of Candidates
11.1 Each Jury member assigns a classification to each candidate for each evaluation criterion, on a scale of 0 to 100 points, proceeding to rank the candidates according to their final classification, which is the sum of the partial classifications assigned in each evaluation criterion, and taking into account the weighting assigned to each parameter.
11.2 Candidates are ranked through the application of the successive voting method.
11.3 The Jury deliberates by absolute majority, and abstentions are not permitted.
11.4 The final classification of each candidate corresponds to their ranking resulting from the application of the method referred to in point 11.2.
11.5 Minutes are drawn up of the Jury meetings, containing a summary of what occurred in them, as well as the votes cast by each member and their respective reasoning, and are provided to the candidates whenever requested.
11.6 The list of admitted and excluded candidates as well as the final classification list are published on ARDITI's website, and candidates are notified individually by email with a delivery receipt of the notification.
12. Prior Hearing and Final Decision
12.1 After being notified, candidates have 10 working days to, if they wish, exercise their right to a prior hearing.
12.2 The candidate's statement in the prior hearing must be addressed to the President of the Jury and submitted in writing to rh@arditi.pt.
In this case, the President of the Jury will convene a Jury meeting to analyze the statement submitted by the candidate and produce the final decision within thirty working days.
12.3 The Jury's final decision must be issued within 90 days counted from the deadline for the submission of applications.
12.4 Within five working days after the Jury's final decision, the President of ARDITI's Board of Directors will homologate it and the candidates will be notified.
12.5 The hiring will be decided by the President of ARDITI's Board of Directors, based on the Jury's final decision.
13. Final Provisions
13.1 This tender procedure is exclusively intended to fill the indicated vacancy and may be terminated until the homologation of the Jury's final decision, expiring with the respective occupation of the offered job position.
13.2 ARDITI actively promotes a policy of non-discrimination and equal access, whereby no candidate may be privileged, benefited, prejudiced, or deprived of any right or exempted from any duty on the basis of, namely, ancestry, age, sex, sexual orientation, marital status, family situation, economic situation, education, origin or social condition, genetic heritage, reduced working capacity, disability, chronic illness, nationality, ethnic origin or race, territory of origin, language, religion, political or ideological convictions, and trade union membership.
13.3 Under the terms of Decree-Law N.º 29/2001, of February 3, adapted to the Autonomous Region of Madeira by Regional Legislative Decree N.º 25/2001/M, of August 24, a candidate with a disability has preference in equal classification, which prevails over any other legal preference. Candidates must declare on the application form, under their word of honor, their respective degree of incapacity, the type of disability, and the means of communication/expression to be used in the selection process, under the terms of the aforementioned diploma.
14. Processing of Personal Data
14.1. ARDITI - Regional Agency for the Development of Research, Technology and Innovation - Association will act as the data controller (as defined in the GDPR), with the collection and processing of job candidates' personal data being essential to the selection and recruitment process and the potential subsequent signing of the employment contract.
14.2. To facilitate the performance of processing activities related to pre-contractual diligence, job candidates are expressly informed that ARDITI - Regional Agency for the Development of Research, Technology and Innovation - Association, as the data controller, may use, for processing and handling, the following categories of personal data:
- Identification data and contact data;
- Curricular/academic data;
- Data related to professional experience.
14.3. Job candidates are informed that ARDITI - Regional Agency for the Development of Research, Technology and Innovation – Association, in order to comply with legal obligations to which it is bound, may communicate and/or transfer personal data to the following entities:
- Tax Authority;
- IGFSS – Social Security Financial Management Institute;
- Regional Directorate for Labor and Inspection Action;
- National Statistics Institute;
- Work Compensation Fund and Work Compensation Guarantee Fund;
- Insurance companies and banking entities;
- Accounting firms.
14.4. Job candidates have the right to access, rectify, cancel, delete, and object to the processing of their personal data at any time, as well as the right to the portability of their personal data.
14.5. The record of the recruitment processes carried out will be kept for 5 years, according to the legal obligation established in Article 32, paragraph 1 of the Labor Code. Other personal data resulting from the recruitment and selection process will be kept for the period strictly necessary to complete the recruitment process.
14.6. ARDITI - Regional Agency for the Development of Research, Technology and Innovation – Association ensures taking appropriate technical and organizational measures, in accordance with current legislation, to ensure the confidentiality and security of the job candidates' personal data.
14.7. Job candidates are similarly informed that if they consider their personal data is being processed in violation of data protection legislation, they have the right to file a complaint with the National Data Protection Commission www.cnpd.pt.
