The NOVA National School of Public Health, NOVA University Lisbon, has opened an offer position for 1 Research Fellowships(s), within the scope of the R&D project Belize Quality and Efficiency Improvement Strategy (QEIS-Belize), with reference BI/QEIS-BELIZE/2026, funded by the Inter-American Development Bank (IDB) / Ministry of Health and Wellness of Belize, under Loan Contract BL-L1048, under the following conditions:
Scientific area:
Public Health / Health Services Management
Requirements:
- Bachelor’s degree in public health, health management, health sciences, social sciences, economics or related areas;
- Proficiency in English, written and spoken, as it is the working language of the project;
- Knowledge of research methodologies and of data analysis and processing;
- Organizational skills, autonomy, rigour and the ability to work in a team in an international context;
- Enrolment in a degree-conferring or non-degree-conferring course, where applicable.
Preferential factors (optional):
it is valued:
- knowledge of continuous quality improvement, patient safety and/or health systems;
- experience in evidence review and in the preparation of technical documents;
- knowledge of monitoring and evaluation instruments (M&E/MEL);
- proficiency in Spanish (valued in the Latin American and Caribbean context);
- previous experience in projects funded by international organizations.
Work plan:
The fellow will support the activities of ENSP-NOVA in the QEIS-Belize project, namely: literature review and review of technical and clinical frameworks (non-communicable diseases, maternal and child health, accident & emergency and operating theatre); support to the initial diagnosis, stakeholder mapping and the monitoring, evaluation and learning (MEL) framework; support to the development of continuous quality improvement instruments (protocols, standard operating procedures, checklists, scorecards and audit tools); support to the preparation of training materials and the organization of validation workshops; and support to the consolidation of evidence and to the preparation of project reports and outputs.
Applicable Legislation and Regulations:
Statute of Scientific Research Fellow, approved by Law nr. 40/2004, of August 18, amended and published by Decree-Law nr. 202/2012, of August 27, amended by Decree-Law nr. 233/2012, of October 29, by Law nr. 12/2013, of January 29, by Decree-Law nr. 89/2013 of July 9 and by Decree-Law nr. 123/2019, of August 28 and the rules established in the Research Fellow Regulations of NOVA University Lisbon.
Workplace and scientific supervision:
The work will be carried out at NOVA National School of Public Health, NOVA University Lisbon, under the scientific supervision of Professor Joana Seringa.
Duration of the Research Fellowship(s):
the duration of the research fellowship(s) will be for 12 months, with an expected start date in August 2026. The research fellowship(s) can be renewed up to the maximum provided for in the Research Fellowship Regulations of NOVA University Lisbon.
Monthly maintenance allowance:
The amount of the fellowship is 1.090,98€ according to the values for research fellowships awarded by NOVA in Portugal. In addition to this amount, there is the payment of personal accident insurance and the payment of voluntary social security.
Selection methods:
The selection methods will be the following: Curriculum evaluation (100%) in case there is no need for an interview. If an interview is considered necessary, both components will be weighted: Curriculum evaluation (70%) and interview (30%).

A Escola Nacional de Saúde Pública da Universidade NOVA de Lisboa (ENSP-NOVA) abriu concurso para a atribuição de 1 Bolsa de Investigação, no âmbito do Projeto de I&D Belize Quality and Efficiency Improvement Strategy (QEIS-Belize), com a referência BI/QEIS-BELIZE/2026, financiado pelo Banco Interamericano de Desenvolvimento (BID) / Ministério da Saúde e Bem-Estar do Belize, no âmbito do Contrato de Empréstimo BL-L1048, nas seguintes condições:
Área Científica:
Saúde Pública / Gestão e Políticas de Saúde.
Requisitos:
- Licenciatura em saúde pública, gestão da saúde, ciências da saúde, ciências sociais, economia ou áreas afins;
- Domínio da língua inglesa, escrita e falada, por ser a língua de trabalho do projeto;
- Conhecimentos de metodologias de investigação e de análise e tratamento de dados;
- Capacidade de organização, autonomia, rigor e de trabalho em equipa em contexto internacional;
- Estar inscrito(a) em curso conferente ou não conferente de grau académico.
Fatores preferenciais (opcional):
valoriza-se:
- conhecimentos em melhoria contínua da qualidade, segurança do doente e/ou sistemas de saúde;
- experiência em revisão de evidência e na elaboração de documentos técnicos;
- conhecimentos de instrumentos de monitorização e avaliação (M&A/MEL);
- domínio da língua espanhola (valorizado no contexto da América Latina e Caraíbas);
- experiência prévia em projetos financiados por organizações internacionais.
Plano de trabalhos:
O/A bolseiro(a) prestará apoio às atividades da ENSP-NOVA no projeto QEIS-Belize, nomeadamente: revisão de literatura e de enquadramentos técnicos e clínicos (doenças não transmissíveis, saúde materna e infantil, urgência/emergência e bloco operatório); apoio ao diagnóstico inicial, ao mapeamento de partes interessadas e ao quadro de monitorização, avaliação e aprendizagem (MEL); apoio ao desenvolvimento de instrumentos de melhoria contínua da qualidade (protocolos, procedimentos operacionais normalizados, checklists, scorecards e ferramentas de auditoria); apoio à preparação de materiais de formação e à organização de workshops de validação; e apoio à consolidação de evidência e à elaboração de relatórios e produtos do projeto.

Local de trabalho e orientação científica:
O trabalho será desenvolvido na Escola Nacional de Saúde Pública da Universidade NOVA de Lisboa, sob a orientação científica da Doutora Joana Seringa.
Duração da(s) bolsa(s):
O contrato de bolsa terá a duração de 12 meses, com início previsto em agosto. O contrato de bolsa poderá ser renovado até ao máximo de 12 meses, tendo em conta o término do projeto e o máximo legalmente previsto.
Valor do subsídio de manutenção mensal:
O montante da bolsa corresponde a 1.090,98 €, conforme tabela de valores de subsídios mensais de manutenção, constantes do Regulamento de Bolsas de Investigação da Universidade NOVA de Lisboa. Acresce, a este valor, o pagamento do Seguro de Acidentes Pessoais e o pagamento do Seguro Social Voluntário.
Métodos de seleção:
O método de seleção a utilizar será a avaliação curricular (100%), no caso de não haver necessidade de entrevista. Caso se considere necessária a realização de entrevista, a ponderação de ambas as componentes será de: avaliação curricular (70%) e entrevista (30%).
