Position Summary:
The Construction Project Manager supports the mission of Rowan-Cabarrus Community College by effectively managing construction and renovation projects across the Colleges facilities, structures, grounds, and systems. This role ensures that all projects meet quality, safety, budget, and scheduling requirements while aligning with the Colleges goals.
Required Education/Experience:
- Education and/or a combination of education and experience in construction management, architecture, engineering, or a related field, evidenced by:
- A Bachelors degree or higher with a minimum of five years of work experience in construction project management, and a demonstrated commitment to learning through achieving applicable certifications; or,
- At least 15 years of experience as a construction project manager or superintendent, with a demonstrated commitment to learning through achieving applicable certifications.
- At least 1 year of experience in an owners representative role or equivalent experience directly managing owner expectations and interactions.
- Demonstrated experience of work within or for the public sector and familiarity with procurement processes and compliance required.
Other Knowledge, Skills and Abilities:
- Thorough understanding of construction project management, including conceptualization, planning, budgeting, contracting, execution, monitoring, payments, and close-out.
- Demonstrated goal setting abilities particularly as it related to project time, project budget, and build quality.
- Expertise in architectural and engineering design methodologies, construction means and methods, and materials and equipment.
- Broad knowledge of the construction trades.
- Competence in developing technical analyses, computations, and cost estimates.
- Strong skills in reviewing plans, specifications, and construction documents.
- Proficiency in coordinating the work of architects, engineers, and construction personnel in an integrated delivery approach.
- Demonstrated knowledge of the tendering and contractor selection processes in the public sector.
- Robust contract writing, management, and dispute resolution skills.
- Strong organizational and time management skills, with the ability to manage multiple projects simultaneously.
- Familiarity with NC Building Codes and international/national standards related to building, systems, and equipment design and sustainability.
- Proficiency in Microsoft 365 (Office) products for documentation, reporting, and project management.
- Experience with project management software packages.

Duty and Responsibility:
Project Planning & Coordination:
- Assist in the development of project goals and requirements to align with institutional needs.
- Oversee the conceptual development of new construction and renovation project scopes of work.
- Develop and manage project budgets to ensure financial accountability.
- Track and maintain project schedules to meet established deadlines.

Contract Management & Compliance:
- Write, review, and administer contractual agreements with third-party vendors, including architects, contractors, commissioning agents, and other project professionals.
- Oversee the preparation of plans and specifications required for competitive bidding processes.
- Ensure compliance with building and safety codes, including NC Building Codes, and other regulatory standards.
- Liaise with local authorities (AHJs), the State Construction Office Project Monitor, and other relevant regulatory bodies to ensure project compliance.

Project Quality Assurance:
- Evaluate project specifications to determine appropriate equipment, materials, and construction methods.
- Inspect and review projects to monitor compliance with plans, specifications, and regulatory standards.
- Oversee project implementation to ensure timely, safe, and cost-effective completion.
- Monitor and enforce quality standards across all assigned projects.
- Ensure projects are completed and documented in accordance with project objectives, contract terms, and sound engineering practices.

- Collaborate with internal and external stakeholders to ensure project alignment and success.
- Coordinate the efforts of multiple design teams in varied disciplines to achieve project goals.
- Establish and maintain effective working relationships with all project participants.

- Supervise assigned staff, including coordinators, technicians, and interns.
- Provide oversight and direction to third-party professionals, including architects, contractors, and vendors.
