Construction Project Manager Level 3- Facilities Management & Planning (Temporary) MULTIPLE POSITIONS (2)

GENERAL DUTIES

Oversees one or more aspects of the planning, execution, and completion of the design and construction of capital building projects and specialized construction at a Campus or University setting. Manages projects for renovation and/or maintenance of existing facilities.

  • Develops quality standards and monitors performance
  • Incorporates University procedures and standards such as safety and CUNY design standards
  • Maintains compliance with relevant laws, regulations, and CUNY standards
  • Applies project management procedures and standards using appropriate methods and technologies
  • Communicates effectively with all project participants
  • Meets standards for performance (time, cost quality)
  • Enters, maintains, and accesses information in computer-based systems, such as project management systems, work order systems, inventory and timekeeping systems, and financial systems of various kinds
  • Performs work indoors and outdoors under various environmental conditions, including extreme temperature conditions, climbing ladders and scaffolds, and working in close spaces as necessary to advance project(s)
  • Work may require driving to work locations

CAMPUS SPECIFIC INFORMATION

Hunter College has a significant portfolio of capital projects at the 68th Street Campus buildings and has recently received additional capital project funding for Campus Schools on 95th Street, Roosevelt House on 65th Street the School of Social Work on East 119th Street. These additional funds are allocated for projects that have been scoped and will be entering the design phase in 2026. Under direction, a number of these projects will be assigned to the Level 3 Project Manager (PM). This position will report to the Assistant Vice President of Facilities, Planning and Capital Projects

  • Liaison with both the City University Construction Fund (CUCF) and the Dormitory Authority of New York (DASNY) during all phases of capital project development. The PM3 works with Hunter departments to develop highly complex coordination between class schedules, event planning, and capital needs. The PM must develop clear, concise well considered notifications between campus-based stakeholders including Public Safety, for campus-wide notifications, and for work that may affect neighbors.
  • Administer more than $100M in all stages of development from programming to design, construction and occupancy. Numerous swing space needs require an ability to prepare complex schedules and manage multi-phased moves. Large $30-60M projects are combined with those in the $3-15M range.
  • Manage in-house projects not funded with NYS Bonded Funds but with either NYC Reso A funds or from Hunter’s operating budget, in coordination with all active project schedules.
  • Play a pivotal role in scoping of capital projects, and inhouse deferred maintenance needs that require emergency capital funding under CUCF authorized DASNY JOCs contracts.
  • Contribute to the development of project scopes and bidding for projects funded under the annual operating budget of the Office of the VP of Operations, writing RFPs and obtaining competitive bids.
  • Collaborate with other units in the Office of the VP of Operations to scope and prepare RFPs for Security Access Control, Environmental Health and Safety, and ICIT infrastructure needs.
  • Maintain an in-depth understanding of architectural and engineering design and coordination, with working in occupied buildings built 50-80 years ago, combined with the challenge of our Upper Eastside location, landmark districts and buildings.
  • Works with Hunter’s Director of Environmental Health and Safety to escalate health and safety concerns for appropriate advisement and action.
  • Trouble shooting day-to-day needs of Hunter Facilities and perform additional facilities and construction related duties as needed.

MINIMUM QUALIFICATIONS

A four-year high school diploma and six years of experience, in one or more of the following:

  • Planning, administering or expediting architectural/engineering design and/or construction of a non-industrial building to be occupies by people for educational use requiring a certificate of occupancy

Substitutions:

  • Associates degree in engineering, architecture, landscape architecture with four (4) years of experience with non-industrial buildings to be occupied by people for educational use requiring a certificate of occupancy
  • A Baccalaureate degree in engineering, landscape architecture or a related field with two (2) years of experience with non-industrial buildings to be occupied by people for educational use requiring a certificate of occupancy
  • A Baccalaureate degree in architecture with 1 year of experience with non-industrial buildings to be occupied by people for educational use requiring a certificate of occupancy

Knowledge of English language (spoken, written, read) sufficient to carry out the activities described in this specification

A Motor Vehicle Driver's license, valid in the State of New York, may be required for some positions.

There are three assignment levels within this class of positions.

Additional Requirements for Level 2:

To be appointed at Level 2: candidates must have at least one additional year of experience in one of the following:

  • Supervision of employees within a construction project
  • Supervision of a construction project

Additional Requirements for Level 3:

To be appointed at Level 3: candidates must have at least one year of experience above and beyond Level 2 (i.e., a total of two additional years' experience in project and/or personnel supervision).

OTHER QUALIFICATIONS

Experience working with NYC Department of Buildings, all agencies having jurisdiction, Codes and Zoning, is essential.

The ability to communicate effectively is a critical component of the PM’s essential duties.

This position will report to the Assistant Vice President of Facilities, Planning and Capital Projects.
