The Bloomberg Center for Public Innovation at Johns Hopkins University (BCPI, the Center) seeks a strategic and mission-driven leader to serve as Deputy Executive Director. The first of its kind in the world, the Center aims to advance the field of public sector innovation by marrying cutting-edge practice with world class research to transform the culture of government, deliver exceptional results for residents, and inspire trust in public service. BCPI is housed within the new JHU School of Government and Policy alongside the Black Wealth Data Center and Bloomberg Center for Government Excellence.
The Deputy Executive Director will be responsible for leading organizational management and programmatic excellence, strengthening internal processes, developing and sustaining high-impact partnerships, and amplifying BCPI’s thought leadership and influence.
Reporting to the BCPI Executive Director, the Deputy Executive Director will be a key member of the senior leadership team of the Center and will provide cross-functional leadership and alignment across programs, partnerships, and core initiatives. The Deputy Executive Director will drive implementation of BCPI’s mission by coordinating strategic planning and performance measurement and program evaluation activities, aligning internal processes to improve efficiency and service delivery, creating and implementing new strategic initiatives, and helping to position BCPI for long-term stability and success. The ideal candidate brings deep experience in nonprofit or public sector management, strong operational expertise, and a collaborative approach to building relationships that drives results and learning. With a strong emphasis on strengthening internal culture and accountability, the Deputy Executive Director will foster programmatic and operational excellence across the organization.
Specific Duties & Responsibilities
Organizational Management & Programmatic Excellence
- Lead the continued refinement and implementation of BCPI’s program delivery model in alignment with the vision and goals of the Dean and leadership team within the JHU School of Government and Policy.
- Oversee daily program operations, including team structure, processes, and performance management.
- Lead alignment of organizational management with BCPI’s strategic objectives.
- Lead internal change management and advise the Executive Director on progress of deliverables and areas for strategic intervention.
- Design and implement strategies, policies, and procedures to improve program delivery efficiency and effectiveness.
- Monitor program performance through dashboards and KPIs to ensure alignment with strategic goals.
- Foster a results-oriented, inclusive, and learning-focused culture across teams.
- Build systems and tools to strengthen communication and team coordination.
Business Development & Strategic Initiatives
- Lead strategic growth and business development initiatives aligned with BCPI’s mission and connection to the JHU School of Government and Policy.
- Identify and cultivate relationships with new and existing funders and program partners.
- Launch and scale internal and external strategic initiatives that drive innovation and organizational impact.
- Provide leadership on organizational structure changes and systems evolution to support scalability and sustainability of programs.
- Collaborate with internal teams to translate strategy into actionable goals and outcomes.
- Manage performance tracking and resource allocation to ensure effective delivery of programs and initiatives.
Partnerships and City Engagement
- Manage strategic partnerships and collaborations in the JHU School of Government and Policy and other JHU schools, researchers, partners and local governments.
- Oversee post-program engagement with alumni cities, including technical assistance, peer learning, and network development.
- Coordinate external engagement strategies to build and maintain BCPI’s visibility and influence.
- Align internal resources to support partnership success and shared impact goals.
Learning and Impact Reporting
- Lead the design and implementation of BCPI program evaluations and learning and impact reports.
- Utilize data and metrics to drive decisions and refine programmatic strategies.
- Embed learning cycles across the organization.
- Support grant and metrics reporting and communicate impact to funders and stakeholders.
Communications and Thought Leadership
- Guide the strategic direction of communications to enhance BCPI’s public profile.
- Align the development of thought leadership content and organizational storytelling.
- Serve as an organizational representative of BCPI at key events and media engagements.
- Lead content development and planning of convenings, conferences, and signature events.
Supervisory Responsibility
- Direct and indirect management of senior leaders, program managers and administrative staff.
- Other duties as assigned.
Minimum Qualifications
- Master’s Degree in Public Policy or related field.
- Five years of experience managing diverse teams in government, non-profit or academic settings.
- Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
- Ten plus years in organizational management within government, non-profit or academic settings.
- Background in strategic planning, organizational development, impact evaluation and project/program management.
- Experience in building and sustaining partnerships among universities, local governments, non-profits and/or philanthropies.
