The Director of Capital Engineering and Infrastructure provides engineering leadership for the Office of University Architects (OUA) for all aspects of planning, design, construction and warranty periods of facility building systems and infrastructure. This includes civil, mechanical, electrical, plumbing, fire protection, telecommunication, and security systems. The position may supervise other OUA employees and is a significant leadership role both in the office as well as with various other UGA departments, design professionals, and contractors.

Position Summary

Provides engineering leadership for all aspects of planning, design, construction, and warranty period of facility engineering systems and infrastructure for UGA facilities. Provides planning advice and budgeting information for campus planning of infrastructure and building systems for UGA projects. Works closely with the OUA project managers, consulting engineers, design professionals, and contractors for all phases of OUA facility projects. Works closely with the Facilities Management Division (FMD), University Housing, Auxiliary Services, and other entities that will operate and maintain UGA facilities.

Applies knowledge of civil, mechanical, electrical, plumbing, fire protection, telecommunication, and security systems and assists in the determination of system selection on a project-specific basis, taking into consideration high-performance function, sustainable and efficient system needs and desires, maintainability, first costs, return on investment, and the specific project budget. Applies knowledge of UGA Design & Construction Supplemental General Requirement & Standards (Standards) and assists with the administration of and updates to Standards on a minimum of a biannual basis. Applies knowledge of current building codes and current engineering principles to ensure conformance with them in the design and construction of UGA facilities.

Prepares and issues Request for Qualifications and Requests for Proposals for selection of Commissioning Agents. Negotiates and administers Commissioning Agent’s scope of work, including overseeing Commissioning Agent’s creation of Owner Provided Requirements (OPR), pre-construction commissioning meeting, Commissioning Agent’s schedule of meetings, Commissioning Agent’s schedule of jobsite visits, and Commissioning Agent’s log. Reviews engineering systems shop drawings and submittals on each project to ensure compliance with UGA standards and contract documents. Reviews project change order proposals to ensure fair and adequate pricing is being submitted and approved. Reviews schematic design, preliminary design, and construction documents to provide design and constructability feedback for engineered systems for UGA facility projects; reviews associated cost estimates for each phase of design and assists with value engineering as required to meet project budgets and schedules. Visits construction sites on a regular basis to monitor compliance with contract documents and UGA standards. Attends Owner/Architect/Contractor meetings on specific projects as requested by Project Managers so as to provide input and advice on MEP systems. Attends and hosts operation and maintenance training sessions for each new or renovated facility that is administered through OUA to ensure adequate and effective training occurs and is properly documented. Communicates with FMD and end-users to ensure proper notification of training events occurs and to ensure adequate attendance by designated parties. Assists and leads in the resolution of engineering systems issues during the design, construction, and warranty phases.

Maintains database of costs/fees for Commissioning Agents and engineers for cost history and negotiation purposes. Communicates effectively and resolves issues in a timely manner, using excellent customer service skills. Participates in the biweekly FMD/OUA coordination meeting. Facilitates the monthly FMD/OUA/sole source HVAC controls coordination meeting. Other duties as may be assigned, including project management on select projects that may be MEP intensive. Provides direct supervision of other engineering positions within the Office of University Architects for Facilities Planning (OUA). Other duties as assigned.

Knowledge, Skills, Abilities and/or Competencies

  • Strong project management skills with knowledge of facility management principles in a higher education setting.
  • Physical ability to access work areas which may be in confined spaces or elevated heights.
  • Ability to plan, engineer and review design engineering drawings, narratives and calculations prepared by others.
  • Ability to review construction documents, submittals and code related issues.
  • Knowledge of appropriate safety and security precautions appropriate to work performed.
  • Valid driver’s license and ability to drive a vehicle.
  • Skilled in use of Microsoft Word and Excel.
  • Skilled in use of Bluebeam software.
  • Ability to use tact and diplomacy when interacting with people, especially in sensitive and/or confidential matters.
  • Ability to manage and supervise staff.
  • Ability to effectively communicate orally and in writing.
  • Ability to handle multiple projects simultaneously.
  • Have a good working knowledge of HVAC controls and understand BAS sequences of operation.
  • Have in depth knowledge of the modern principles and practices of engineering and knowledge in the methods of assessment and inspection of sites and buildings preparatory to planning and design of new construction and renovations.
  • Considerable knowledge of, and experience in, modern building alteration, construction methods and materials, and the preparation of estimates and specifications.

Minimum Qualifications

Bachelor’s degree in a related field or equivalent and 5 years of professional experience

Preferred Qualifications

  • Licensed engineer in the State of Georgia
  • 5-10 years’ experience with higher education facilities including research

Physical Demands

Position visits construction sites, including accessing confined spaces and elevated heights. Visits may be required during poor weather conditions. Sitting for long periods of time while working at a computer. Construction visits may be required on weekends and/or holidays if emergencies arise.

Additional Schedule Information

Monday – Friday, 8 am – 5 pm; nights and weekend times as needed to fulfill position duties

Advertised Salary

$92,000 + commensurate with experience
