Class Description
The Community College of Baltimore County (CCBC) is seeking an experienced Director of Maintenance and Engineering to lead campus-wide utilities, and preventive maintenance operations. This facilities management leadership role oversees building maintenance, central plant operations, HVAC systems, utilities, and skilled trades staff across a large, complex institution. The ideal candidate brings strong maintenance management, engineering, and workforce supervision experience, along with a hands-on understanding of HVAC, building automation systems, preventive maintenance programs, and CMMS platforms. This role plays a critical part in ensuring safe, efficient, and reliable campus operations while managing budgets, staff, contractors, and compliance with regulatory standards.
The purpose of this position is to provide advanced level administrative support services to assigned department, school or division.
Minimum Requirements
Bachelor’s degree with eight (8) years of progressively responsible facilities management experience with a minimum of three (3) of those years of experience in managing a large workforce. First Grade Stationary Engineers License and/or HVAC Masters License required. An unexpired driver’s license valid in the State of Maryland is required.

Class Specific Essential Duties
- Manage the overall day-to-day operations of assigned college division or function.
- Plan, coordinate and implement projects, programs and/or initiatives.
- Supervise, advise, and evaluate assigned staff, as required.
- Prepare, analyze and provide reports on miscellaneous subjects, as requested.
- Serve as liaison between college departments, vendors, government agencies and/or other external organizations.
- Manage operating budget for assigned division or function, as required.
Position Specific Essential Duties
- Designs and implements a comprehensive preventative maintenance program for college systems and equipment and oversees its operation.
- Responsible for written quality control program to inspect each building on a regular basis. Assures that working conditions are safe and conducive to efficient operations.
- Directly supervises the work of the Maintenance Supervisors and Maintenance & Utility Managers, assists them with technical/staff/training issues, provides advice and direction to resolve problem areas and identify means of improvement.
- Supervises operation and maintenance of central plants, associated utility systems and mechanical room equipment and all operations utility engineering staff.
- Operates, maintains and provides guidance on the operation of the college’s building automation system, hands on and in-depth knowledge of computerized automation systems with Siemens technology preferred
- Works in collaboration with Capital Facilities staff, and others as appropriate or needed, to monitor the installation of mechanical, electrical, and plumbing equipment and systems by both outside contractors and CCBC personnel to ensure compliance with College’s quality standards, conformity with specifications and proper operation.
- Oversees the building maintenance and utility operations training programs. Ensuring that all department personnel are thoroughly trained in repair techniques and operating efficiency standards.
- Manages financial performance of the operation and monitors budget versus expenditures of department accounts. Reviews daily and bi-weekly timesheets and ensures hours are within budget. Implements cost control mechanisms for labor and inventory needs
- Schedules and acts as the on-site liaison with contractors for inspections service to budlings, for the Fire Marshal’s inspections and all follow-up information if applicable.
- Provides effective human resources management for operation, including effectively managing annual evaluation process and complying with applicable EEO laws and policies; as well as, supervising union staff. Oversees recruitment process to ensure vacancies are filled in a timely manner with the best qualified applicant for the position. Ensures that the work environment provides respect for others, values inclusiveness, builds workforce diversity, and fosters cooperating and teamwork.
- Monitors and directs the operation of the computerized maintenance management system (CMMS) to ensure that work requests are completed on a timely basis and the work performed is documented.
- Prepares and submits periodic and special reports regarding deferred maintenance, capital needs, plans and cost estimates to include the identification, assessment, justification and prioritization of such needs.
- Ensures positive customer and stakeholder relationships to include building effective formal and information communication channels with stakeholders; soliciting information on needs, goals, and priorities and communicating with those who will be affected by change. Assesses service satisfaction through multiple written and oral methods; implementing change as necessary to improve services.
- Is considered an essential employee for the Facilities Management department in regards to severe weather or significant campus events.
