Hours: Standard University business hours.
8:30am - 5:00pm (academic year)
8:00am - 4:30pm (summer)
Hours may vary based on operational needs.

Job Description:
Plans and directs the University's insourced and outsourced transportation for faculty, staff, students and visitors (excluding events).
Qualifications
Education and Experience:
- Bachelor's degree.
- Minimum of 5 years' experience in event logistics including staffing and transportation logistics required.
- Experience supervising union employees.
- Knowledge of OSHA and NYS DMV compliance requirements.
- Ability to oversee 24/7 staffing to ensure continuous and reliable transportation services.
- Experience planning and collaborating on parking lot, garage maintenance, and capital renewal planning.

- Proficiency in Microsoft Office and university-specific policies and procedures.
- Availability to work flexible hours, including nights and weekends, based on staffing needs and event schedules.
Responsibilities
Strategic Leadership & Policy Development
- Establish and advance the strategic vision, mission, and long-term planning.
- Review, evaluate, and develop policies and procedures to enhance administrative and operational efficiencies.
- Formulate, communicate, and implement a long-term strategy for campus Parking and Transportation Services. This includes adapting service offerings to accommodate campus growth, construction projects, and evolving stakeholder needs.
- Oversee the management of all parking facilities including parking lots, garages, and designated areas. Ensure efficient space utilization, ticketing, revenue collection, and overall facility upkeep.
Operational and Financial Management & Compliance
- Oversee Transportation Services operations including, Campus Shuttle System, Access Cuse Shuttle, Safety Escort Service, and Shaw Shuttle Program.
- Maintain a secure and accessible campus environment.
- Collaborate with university departments to address evolving transportation needs, ensuring continuous improvement in scheduling and service.
- Administer compliance with Americans with Disabilities Act (ADA) regulations related to transportation services at Syracuse University.
- Engage with both campus and external entities for event transportation planning and coordination.
- Develop, update, and enforce a comprehensive set of policies and procedures that govern parking operations, ensuring alignment with university standards, ADA requirements, and local or state regulations.
- Maintain a ten-year vehicle and equipment replacement plan.
- Maintain a balanced Parking and Transportation while managing unanticipated circumstances and competing priorities.
- Serve as the primary point of contact for escalated parking-related issues.
- Resolve conflicts and customer complaints ranging from ticket disputes to space assignment challenges to maintain a positive experience for students, faculty, staff, and visitors.
Vendor & Contract Management
- Oversee solicitation and procurement of third-party Transportation service providers
- Collaborate with local parking venues to maximize spectator parking needs.
- Ensure contractual agreements align with university standards for reliability, safety, and efficiency.
- Negotiate and administer contracts with third-party parking service providers, ensuring that external services meet university quality and safety standards where outsourcing is necessary.
Employee Development & Labor Relations
- Promote employee participation in policy and procedure development, ensuring timely implementation.
- Hold Parking and Transportation Services management staff accountable for union/non-union employee's responsibilities and professional conduct.
- Develop and implement employee growth strategies, including performance appraisals and goal setting.
- Manage recruitment, hiring, and selection of Parking and Transportation staff, ensuring strong personnel support.
- Identify training and professional development opportunities to enhance staff skills.
- Collaborate with supervisors and managers to lead and oversee union-represented employees, including contract negotiation, compliance, disciplinary procedures, and open communication.
- Conduct regular staff meetings and actively participate in Campus Facilities and Administrative Services discussions.
Collaboration & Event Support
- Coordinate transportation logistics with third-party vendors and local officials to support university events.
- Ensure seamless communication, scheduling, and planning for high-profile events and campus functions.
