Faculty - Professional in Residence Herbert Institute for Constitutional Federalism Initiative

Utah Valley University invites applications for a Professional in Residence who is passionate about advancing civic education and student engagement. This unique role partners with state and local agencies to bring the principles of federalism to life, providing students with hands-on opportunities to learn, research, and contribute to real-world policy discussions. Working closely with the Center for Constitutional Studies, the Constitutional Federalism Initiative, University Relations, and other campus collaborators, the successful candidate will help implement the responsibilities outlined in HB488, ensuring that UVU remains a leader in constitutional and civic scholarship.
In addition to teaching assigned courses, this position provides mentorship and supervision to student assistants, interns, and staff engaged in drafting whitepapers, case studies, and applied policy projects. The Professional in Residence will contribute scholarly work while upholding the highest professional and ethical standards. Summary of Responsibilities
- As a member of the Herbert Institute for Public Policy team, develop and cultivate relationships with elected and appointed leaders of Utah's Legislature, state and local government officials, this position works with the Utah Federalism Commission and serves as a "liaison between the commission and the Center for Constitutional Studies with respect to federalism.
- Conduct outreach and coordination with public and private sector entities to support the commission's federalism efforts; coordinate with private sector actors who agree to conduct out-of-state outreach to build national support for the commission's federalism efforts; and report to the commission as requested regarding the institute's progress in fulfilling the requirements of this section. Track and monitor Utah and national civic, public and higher education policy, author summaries, whitepapers, regarding best practices.
- Teaches graduate and undergraduate level courses. Plans, prepares, and follows approved curriculums of study with measurable objectives. Prepares instructional materials (i.e. exams, visual aids, course outlines, syllabi, and instruction sheets) as necessary. Instructs individuals and groups in classrooms through demonstrations, discussions, presentations, lectures, field trips, individualized and/or on-line instruction, and other appropriate instructional methods. Advises and assists students with coursework by maintaining office hours in locations as assigned. Evaluates the effectiveness of instruction and learning by means of various types of performance testing, i.e. verbal, written, on-line, etc. Recommends students for advancement and graduation. Maintains and submits accurate and current reports and records involving student accountability and performance.

Qualifications / Licenses / Certifications
Graduation from an accredited institution with a degree in a field of study directly related to the Summary of Duties plus related professional experience.
Preferred Qualifications: Graduation from an accredited institution with a juris doctorate degree, and Ph.D., E.D.D. Service as an elected Utah State School Board or local school board, or have been elected to a local, county, state, or federal office.
Licenses or Certifications: Utah Attorney Licensure.
Knowledge / Skills / Abilities
Knowledge
- Knowledge of the theories and principles of federalism, civic education, the role of state government or closely associated topics.
- Knowledge of and demonstrated competence in federal over-reach and the role of state agencies.
- Knowledge of current elected and appointed leaders of Utah's Legislature, state and local government officials.
- Knowledge of Herbert Institute's mission, and the Utah Federalism Commission and UVU's Center for Constitutional Studies efforts with federalism.
Skills
- Demonstrated skills and experience in developing and coordinating undergraduate student programs and activities.
- Skilled in providing support for high-quality community-engaged experiential learning projects.
- Evidence of well-developed, collegial, and collaborative communication skills.
Abilities
- Ability to generate, integrate, and facilitate authoring of case studies, whitepapers, and program development aligned with the Federalism Commission.
- Ability and willingness to provide expert classroom instruction, curriculum development, and program assessment.
