Job Summary
The Human Resources and Payroll Operations Specialist provides operational, administrative, and customer service support for Human Resources and Payroll. The position serves as a primary point of contact for employees and retirees, coordinates office and budget operations, manages records and compliance-related requests, maintains departmental systems and websites, and supports the effective delivery of HR and Payroll services while ensuring accuracy, confidentiality, and exceptional customer service.
NOTE: This position will be required to routinely work between UT Tyler Main Campus and the Health Science Center Campus.
Major Responsibilities/Duties/Critical Tasks
- Performs a broad range of administrative, operational, and confidential support functions requiring a high degree of professionalism, discretion, and independent judgment.
- Serves as the primary point of contact for Human Resources lobby operations at the main campus location. Greets visitors, answers and directs telephone calls, processes incoming and outgoing mail, and responds to routine inquiries while ensuring a positive customer experience.
- Monitors, manages, and triages the general Human Resources and Payroll email inbox, ensuring timely responses and appropriate routing of inquiries to the correct HR team members.
- Maintains accurate financial records, accounting documentation, and administrative files for the Office of Human Resources and Payroll. Processes and oversees transactions including purchase requisitions, payment vouchers, travel requests, reimbursements, and other departmental expenditures. Coordinates with campus departments to facilitate contract processing and execution.
- Assists with the development and administration of the Human Resources and Payroll operating budget. Monitors expenditures and revenues, collaborates with leadership on budget planning, and prepares financial reports and analyses as requested.
- Maintains accountability for departmental tagged inventory and serves as the primary liaison for annual inventory audits, ensuring compliance with university policies and procedures.
- Coordinates the administration of all employee scholarship programs. Receives and processes all scholarship applications according to current guidelines while obtaining proof documentation. Communicates directly with employees and the scholarship office for processing.
- Oversees office operations and facilities needs for Human Resources and Payroll locations, including office supply inventory, equipment maintenance, workspace functionality, and coordination of operational support services.
- Serves as the subject matter expert for the department's electronic file management and records systems. Provides training and guidance to staff on record creation, maintenance, retention, and retrieval practices while ensuring compliance with applicable records management requirements.
- Maintains and updates Human Resources and Payroll website content and information on both internal and external platforms to ensure accuracy, relevance, and compliance with university standards.
- Processes employment verifications, state service verification requests, public information/open records requests, and subpoena requests in a timely, accurate, and confidential manner.
- Serves as the first point of contact for employees and retirees seeking assistance with Human Resources and Payroll services. Provides timely and accurate information regarding benefits, leave programs, eForms, personnel records, training, HR policies, and other HR and Payroll-related services.
- Promotes a customer-focused service culture by building strong working relationships with employees, retirees, departments, and external stakeholders while maintaining confidentiality and professionalism.
- Performs other duties and special projects as assigned.
Required Education/Experience
- Bachelor's degree in human resources, business administration, or a related field.
- Two (2) years of experience in human resources or payroll operations.
- May accept a combination of education and experience.

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length.
