Legal Counsel and Labor Relations Director (HEO)
Reporting to the General Counsel, the Legal Counsel and Labor Relations Director will provide professional in-house legal advice, representation, and other legal and labor relation duties.
In addition to the CUNY Title Overview, responsibilities will include, but not be limited to the following:
- Educate senior leadership on various human resources and labor relations policies and procedures.
- Represent the college at hearings and arbitrations as the hearing officer and oversee the prompt completion of confidential staff investigations regarding instances of misconduct, incompetence, or other serious violations.
- Provide legal counsel with respect to compliance with legal requirements, college and university policies and procedures, and contractual obligations. Provide legal advice to all college stakeholders regarding the development and implementation of college policies, procedures and transactions.
- Research sensitive college-wide HR issues; draft and recommend policy/procedural changes to the General Counsel for implementation. Conduct research and analysis of the College’s legal, regulatory and employment issues.
- Negotiate and draft contracts, licenses, releases and other legal documents. Provide counsel and draft documents related to matters, including academic and medical leaves, accommodation requests and grievances, and appeals of employment actions.
- Work with attorneys in CUNY Office of the General Counsel and Office of Labor Relations in connection with litigation and arbitration, including matters relating to students, employees, and third parties.
- Review and respond to FOIL requests, subpoenas, and other requests for college, employee, and student records.
- Support College efforts on compliance by providing ethics training and ongoing guidance, as well as handling of various employment actions, disciplinary matters, litigation, document requests, contracts, and other agreements.
