Job Summary

The National Center for the Elimination of Educational Disparities (NCEED) is a state-funded research center within the School of Education and Urban Studies at Morgan State University (MSU). NCEED is seeking an Operations Manager. A successful candidate will demonstrate an ability to ensure the overall operational well-being of this new research center. The candidate should have experience in budget (i.e., monthly reporting, tracking expenses, budget planning/forecasting, and spending plan); systems management; knowledge of designing and implementing operational policies and procedures; understanding of contract and procurement processes; and the willingness to learn and use MSU’s internal systems, especially human resources and procurement, efficiently and effectively. Duties will encompass overseeing daily operations; supply chain management (i.e., inventory, supplies, goods and services, procurement, etc.); budget; processes and logistics for securing essential resources (i.e., personnel, equipment, and contracts); quality control and customer service; and facility management for NCEED’s allocated workspace.

NCEED is a national interdisciplinary research center made up of both research faculty and support staff who are passionate and committed to having a positive impact on academic achievement and eliminating education disparities in K-12. Therefore, the Center requires an Operations Manager who is responsive and communicative (e.g., meeting management, dissemination of materials, coordination of events, notices, and relevant communications to stakeholders, etc.).

Further, the Operations Manager reports to the Center’s Director and, at times, serves as a representative of the Center. It is imperative that the candidate sets the tone and culture for excellence on the Director’s behalf. The Operations Manager will be engaged in facilitating a successful launch and the long-term stabilization of the Center.

Job Duties

Duties & Responsibilities:

  • Developing and overseeing internal procedures, including space management, archiving of materials, and creating and maintaining meeting schedules for Center personnel.
  • Identifying, analyzing, and improving operational processes to enhance efficiency and effectiveness.
  • Implementing and maintaining quality control measures to ensure products or services meet the required standards.
  • Developing and managing operational budgets, tracking expenses, and fiscal planning, including maintaining a database of all NCEED accounts and preparing monthly and annual budget reports.
  • Ensuring that operations comply with relevant regulations, standards, and policies.
  • Overseeing the flow of goods and services from suppliers to customers, including inventory management, procurement, and logistics.
  • Managing inventory levels and supplies, optimizing storage, and minimizing waste.
  • Disseminating materials, notices, and relevant communications to stakeholders.
  • Supporting the work of research faculty in the implementation of research and outreach projects.
  • Responding to school and community stakeholder inquiries about procedural and non-routine matters related to the NCEED Center.
  • Managing logistical arrangements for outreach activities in schools and community settings.
  • Holding office hours.
  • Utilizing MSU’s internal organizational systems.
  • Developing and implementing strategies for a positive culture that is high-performing.
  • Supervising the administrative assistant.

Requested Minimum Qualifications

Education:
The successful candidate must have a Bachelor’s Degree in any discipline from an accredited university or college.

Experience:
A minimum of three (3) years of professional administrative work experience is required. Experience with budget work and preparing budget reports is also required.

Other Preferences for Consideration

Education Preferred:

  • Any additional speciality certifications in operations, management, and/or business, such as Certified Meeting Planner (CMP), Project Management (PM), etc.

Preferences:

  • Candidates with knowledge of K-12 school systems and higher education are preferred.
  • Proficient use of Google Drive and Microsoft Office Suite

Knowledge, Skills & Abilities

  • Must be able to oversee the overall operations of the new Research Center.
  • Candidates must have experience in budgeting (i.e., monthly reporting, tracking expenses, budget planning/forecasting, and spending plans).
  • Systems management.
  • Knowledge of designing and implementing operational policies and procedures, and the willingness to learn and use MSU’s internal systems.
  • Supply chain management skills are needed (i.e., inventory, supplies, goods and services, procurement, etc.); budget; processes and logistics for securing essential resources (i.e., personnel, equipment, and contracts).
  • Ability to maintain quality control.
  • Good customer service skills and facility management for NCEED’s allocated workspace are a must.
