Offer Description
1. Purpose of the procedure:
ARDITI - Regional Agency for the Development of Research, Technology and Innovation - Association, through its Chairman of the Board of Directors, announces the opening of an international selection competitive procedure for the recruitment of a PhD researcher for the development of scientific and technological activities envisaged under the ATLAS Madeira project - Atlantic, Technology, Leadership, Environment, Sustainability, under an employment contract of uncertain term, governed by the Labour Code.
The present competition is opened under the ATLAS Madeira project - Atlantic, Technology, Leadership, Environment, Sustainability, funded by the Madeira Regional Programme 2021-2027 (Madeira 2030).
2. Applicable legislation:
- Decree-Law No. 57/2016, of 29 August, which approves a scheme for the recruitment of PhD holders aimed at stimulating scientific and technological employment in all fields of knowledge (RJEC), as amended by Law No. 57/2017, of 19 July;
- Regulatory Decree No. 11-A/2017, of 29 December, which establishes the remuneration levels under the PhD holder recruitment scheme;
- Decree-Law No. 63/2019, of 17 May, which establishes the legal framework for institutions dedicated to research and development, as amended by Decree-Law No. 126-B/2021, of 31 December;
- Decree-Law No. 66/2018, of 1 January, which approves the legal framework for the recognition of academic degrees and higher education diplomas awarded by foreign higher education institutions, as amended by Decree-Law No. 86/2023, of 10 October;
- Labour Code, approved by Law No. 7/2009, of 12 February, as currently in force.
3. Composition of the Selection Panel:
The selection panel is composed of the following members:
- Chair, João Canning-Clode (MARE-Madeira, UMa)
- Full member, Caroline Ferreira (ARDITI, IDL)
- Full member, Marc Fernández Morrón (MARE-Madeira)
- Alternate member, João Gama Monteiro (UMa, MARE-Madeira)

4. Duties to be performed:
This procedure is opened for the performance of scientific and technological research activities under the ATLAS Madeira project, on an exclusive basis, in the scientific field of Geophysical Sciences and Geoinformation, or Physical Oceonograpghy, or related fields, with an emphasis on ocean monitoring, namely the flux of carbon dioxide (CO2) at the ocean-atmosphere interface, framed within IDL's research activities and contributing to the development of the Regional Smart Specialisation Strategy of the Autonomous Region of Madeira (EREI-RAM).
The researcher to be recruited will be integrated into the IDL Hub - Instituto Dom Luiz - Madeira. IDL, Instituto Dom Luiz - Madeira, is a Hub of the nationwide R&D Unit IDL - Instituto Dom Luiz, whose mission is to develop research in the field of Earth and Environmental Sciences across a wide range of domains. The candidate's experience will contribute significantly to the development of the project.
The recruitment of a PhD researcher is necessary to ensure the applicability of innovative technological solutions in the implementation of a meteo-oceanographic monitoring programme in the RAM, through the acquisition, processing and analysis of in-situ data.
5. Place of work
The duties to be performed will be carried out at ARDITI's premises, located at Edifício Madeira Tecnopolo, Piso 2, Caminho da Penteada, 9020-105 Funchal, without prejudice to the work also being carried out at other facilities used by or assigned to ARDITI's activity, as well as during oceanographic campaigns, field missions and national and international actions associated with the project.
6. Remuneration
This competitive procedure is opened for the category of PhD researcher, remuneration position 1, level 33 of the single remuneration table (TRU), in accordance with ARDITI's "2026 Salary Grid - PhD Researchers", corresponding to a gross monthly remuneration of €2,408.11.
7. Duration of the contract:
7.1 The contract to be concluded will be a fixed-term contract of uncertain duration, lasting for as long as the grounds justifying its conclusion and the aforementioned funding persist, with a maximum limit of 6 years pursuant to paragraph 3 and point b) of paragraph 1 of Article 6 of the RJEC.
7.2 The grounds for the fixed-term contract of uncertain duration relate to the performance of determined, precisely defined and non-lasting activities, referred to in point 4, necessary for the development of the ATLAS Madeira project, in accordance with paragraph 1 and point g) of paragraph 2 and paragraph 3 of Article 140 of the Labour Code. The recruitment may possibly be subsequently supported by funds from other funded projects, funding being therefore a necessary and determining condition for the recruitment, so that its cessation will constitute a subsequent, absolute and definitive impossibility for ARDITI to receive the worker's provision of work.
7.3 The cessation of funding, the termination of the project, or the conclusion of the activities constituting the purpose of this competitive procedure, will result in the expiry of the contract, which will take effect upon the notice referred to in paragraph one of Article 345 of the Labour Code — that is, where the expiry is foreseeable, the employer notifies the worker of its cessation, with a minimum notice period of seven, 30 or 60 days, depending on whether the contract has lasted up to six months, from six months to two years, or longer.
8. Admission requirements:
8.1 The competitive procedure is open to national, foreign and stateless candidates holding a PhD degree in a field of knowledge or specialty covering various scientific fields, namely and not exclusively, in Oceanography or Geophysical Sciences or related fields.
8.2 Degrees obtained in foreign countries require the presentation of a Portuguese Recognition issued by a Portuguese higher education institution conferring the degree or diploma in that field of training, specialty or branch of knowledge, pursuant to Decree-Law No. 66/2018, of 16.08, which approves the legal framework for the recognition of academic degrees and higher education diplomas awarded by foreign higher education institutions, regulated by Ordinance No. 33/2019, of 25.01, as amended by Ordinance No. 43/2020, of 14.02, and amended by Decree-Law No. 86/2023, of 10 October.
In these cases, the presentation of the Recognition will only be required for the purposes of concluding the contract, i.e., by the deadline set for the conclusion of the contract.
9. Formalisation of applications:
9.1 Applications must be sent by email to rh@arditi.pt and addressed to the Chairman of ARDITI's Board of Directors. The subject line must identify this notice "ARDITI-ATLAS-2026-001", and the body must include personal data (full name, Citizen Card number and date or civil identification number, tax identification number, date and place of birth, residence and contact address, including email address and telephone contact).
9.2 The application must be accompanied by documents proving the conditions set out in point 8 for admission to this competitive procedure, namely:
- Copy of certificate or diploma (Degrees obtained in foreign countries require the presentation of a Portuguese Recognition issued by a Portuguese higher education institution conferring the degree or diploma in that field of training, specialty or branch of knowledge, pursuant to Decree-Law No. 66/2018, of 16.08, as amended by Decree-Law No. 86/2023, of 10 October, which approves the legal framework for the recognition of academic degrees and higher education diplomas awarded by foreign higher education institutions, regulated by Ordinance No. 33/2019, of 25.01, as amended by Ordinance No. 43/2020, of 14.02);
- Doctoral thesis or equivalent document(s) that led to the award of this academic degree;
- Detailed curriculum vitae, structured in accordance with the items in points 10.5 to 10.7, in which the works the candidate considers most relevant to each of the items in those points must be indicated, with a copy attached;
- Motivation letter;
- Other documents the candidate considers relevant to the assessment of their application.
9.3 Candidates must submit the application and the documents referred to in the preceding number, in PDF format, by the last day of the deadline for the opening of the competitive procedure, which is set at 10 working days following publication of this Notice. Where sending any of the documents referred to in the preceding number by email is impossible or excessively burdensome, a candidate may, on those grounds, deliver them in physical form, within the aforementioned deadline, by registered mail with acknowledgement of receipt to the postal address "Edifício Madeira Tecnopolo, Piso 2, Caminho da Penteada, 9020-105 Funchal", or in person at ARDITI's Administrative and Financial Department. If the candidate's justification for delivering documents only in physical form is not accepted, the Chair of the Selection Panel will grant a reasonable period for them to also be submitted in digital form.
9.4 The application and documents may be submitted in Portuguese or English, without prejudice to the Chair of the Selection Panel, should a member who is not proficient in Portuguese be part of the panel, requiring the candidate, within a reasonable period, to translate into English a document previously submitted in Portuguese.
9.5 By decision of the Chairman of ARDITI's Board of Directors, candidates who do not meet the above-mentioned requirements for the formalisation of applications will not be admitted to the competitive procedure, with candidates who fail to submit an application, or fail to submit all the documents referred to in points a) to e) of point 9.2, or who submit them illegibly, incorrectly completed, or invalid, being immediately excluded. The Chairman also has the power to require any candidate, in case of doubt and for the purposes of admission to the competitive procedure, to submit documents proving their respective statements.
10. Assessment of applications:
10.1 The Selection Panel will decide on the approval or rejection of candidates on absolute merit, by justified roll-call vote, with no abstentions allowed.
10.2 A candidate is considered approved on absolute merit if they obtain a favourable vote from more than half of the voting panel members.
10.3 Pursuant to Article 5 of the RJEC, the selection of candidates is carried out through an assessment of their scientific and curricular track record.
10.4 The assessment of the scientific and curricular track record covers the relevance, quality and currency of:
- Scientific, technological and academic output from the last five years considered most relevant by the candidate;
- Applied or practice-based research activities carried out in the last five years and considered by the candidate to have had the greatest impact;
- Knowledge dissemination activities carried out in the last five years, particularly in the context of promoting scientific practices, considered most relevant by the candidate;
- Management activities of science, technology and innovation programmes, or experience in the observation and monitoring of the scientific and technological system.
10.5 The five-year period referred to in the preceding number may be extended by the panel, at the candidate's request, when justified by suspension of scientific activity for socially protected reasons, namely parental leave, prolonged serious illness, and other legally protected situations of unavailability for work.
10.6 The selection of the candidate to be recruited will be made through an assessment of their scientific and curricular track record, focusing on the relevance, quality, currency and suitability of that track record to the duties to be performed, considering the last 5 years of activity, in accordance with the following assessment criteria and weightings:
- PhD in Geophysical Sciences and Geoinformation or Physical Oceanography or related fields (25%)
- Prior work and/or professional experience with an emphasis on the coordination, development and implementation of monitoring plans and/or campaigns in Physical Oceanography for obtaining in-situ data (20%);
- Prior work and/or professional experience in handling instruments for the acquisition, processing and analysis of meteo-oceanographic data in the RAM (20%);
- Quality of the scientific output considered relevant by the candidate for the project to be developed (10%);
- Experience in scientific projects, including the preparation of activity reports, participation in workshops and development of deliverables (10%);
- Participation in citizen engagement/knowledge transfer initiatives (engagement and citizen science) and science outreach activities (10%);
- Familiarity and oral and written fluency in Portuguese and English (5%).
10.7 The panel may decide to select up to 3 candidates who will be invited to give a presentation session on the results of their research, following which the panel members should encourage an open discussion of its content and innovative character. This presentation session does not constitute a selection method and is not scored, its sole purpose being to obtain clarifications or explanations of elements contained in the candidates' curricula.
10.8 The Selection Panel may, whenever it deems necessary, request the candidate to submit additional documents proving the candidate's statements, which are relevant to the assessment and scoring of their application.
10.9 False statements made by candidates will be punished in accordance with the law.
11. Scoring of candidates:
11.1 Each member of the panel assigns a score to each candidate for each assessment criterion, on a scale of 0 to 100 points, ranking the candidates according to their final score, which is the sum of the partial scores assigned for each assessment criterion, taking into account the weighting assigned to each parameter.
11.2 Candidates are ranked through the application of the successive voting method.
11.3 The panel decides by absolute majority, with no abstentions allowed.
11.4 The final score of each candidate corresponds to their ranking resulting from the application of the method referred to in point 11.2.
11.5 Minutes are drawn up for panel meetings, containing a summary of what took place, as well as the votes cast by each member and their respective justification, which are made available to candidates whenever requested.
11.6 The list of admitted and excluded candidates, as well as the final ranking list, are published on ARDITI's website, and candidates are individually notified by email with delivery receipt of the notification.
12. Prior Hearing and Final Decision:
12.1 After being notified, candidates have 10 working days to exercise their right to a prior hearing, should they wish to do so.
12.2 The candidate's submission at the prior hearing stage must be addressed to the Chair of the Selection Panel and submitted in writing to rh@arditi.pt.
In this case, the Chair of the Selection Panel will convene a panel meeting to analyse the submission presented by the candidate and issue the final decision, within thirty working days.
12.3 The panel's final decision must be issued within 90 days from the deadline for the submission of applications.
12.4 Within five working days of the panel's final decision, the Chairman of ARDITI's Board of Directors will ratify it and candidates will be notified.
12.5 The recruitment will be decided by the Chairman of ARDITI's Board of Directors, based on the panel's final decision.
13. Final provisions:
13.1 This competitive procedure is intended exclusively to fill the indicated vacancy and may be terminated up until the ratification of the panel's final decision, and lapses upon the respective filling of the position offered.
13.2 ARDITI actively promotes a policy of non-discrimination and equal access, whereby no candidate may be favoured, benefited, harmed or deprived of any right, or exempted from any duty, on the basis of, namely, ancestry, age, sex, sexual orientation, marital status, family situation, economic situation, education, origin or social condition, genetic heritage, reduced working capacity, disability, chronic illness, nationality, ethnic origin or race, territory of origin, language, religion, political or ideological beliefs, and trade union affiliation.
13.3 Pursuant to Decree-Law No. 29/2001, of 3 February, as adapted to the Autonomous Region of Madeira by Regional Legislative Decree No. 25/2001/M, of 24 August, a candidate with a disability has preference in the event of an equal score, which prevails over any other legal preference. Candidates must declare on the application form, on their word of honour, their respective degree of incapacity, the type of disability, and the means of communication/expression to be used in the selection process, in accordance with the aforementioned legislation.
14. Processing of personal data:
14.1. ARDITI - Regional Agency for the Development of Research, Technology and Innovation - Association will act as data controller (as defined in the GDPR), the collection and processing of job applicants' personal data being essential to the selection and recruitment process and to the possible subsequent conclusion of the employment contract.
14.2. In order to facilitate the processing activities related to pre-contractual procedures, job applicants are expressly informed that ARDITI - Regional Agency for the Development of Research, Technology and Innovation - Association, as data controller, may use and process the following categories of personal data:
- Identification and contact data;
- Curricular/academic data;
- Data relating to professional experience;
14.3. Job applicants are informed that ARDITI - Regional Agency for the Development of Research, Technology and Innovation - Association, in compliance with the legal obligations to which it is bound, may communicate and/or transfer personal data to the following entities:
- Tax Authority;
- IGFSS - Social Security Financial Management Institute;
- Regional Directorate for Labour and Labour Inspection;
- National Statistics Institute;
- Labour Compensation Fund and Labour Compensation Guarantee Fund;
- Insurance companies and banking institutions;
- Accounting firms.
14.4. Job applicants have the right to access, rectify, cancel, erase and object to the processing of their personal data at any time, as well as the right to portability of their personal data.
14.5. Records of recruitment processes carried out will be kept for 5 years, in accordance with the legal obligation set out in Article 32(1) of the Labour Code. Other personal data resulting from the recruitment and selection process will be kept for the period of time strictly necessary for the completion of the recruitment process.
14.6. ARDITI - Regional Agency for the Development of Research, Technology and Innovation - Association ensures that it takes appropriate technical and organisational measures, in accordance with legislation in force, to ensure the confidentiality and security of job applicants' personal data.
14.7. Job applicants are likewise informed that, should they consider their personal data to be processed in violation of data protection legislation, they have the right to lodge a complaint with the National Data Protection Commission www.cnpd.pt.
