Notice
1. By order of the Rector of the Polytechnic University of Bragança, in the exercise of his own powers, it was decided to open an international selection competition for 1 (one) initial level PhD researcher position to carry out scientific research activities in the scientific area of Food Technology, Chemistry, Pharmacy, Biotechnology or related areas, under a fixed-term public service employment contract for a period of 3 years, automatically renewable under the law, with a view to developing research activities, within the scope of the ProGEL project – Vegan, fortified and sustainable alternatives for the ice cream and gelatin sector, Project No. 26153, NORTE2030-FEDER-03259700.
2. Applicable legislation:
- Decree-Law No. 57/2016, of August 29, as amended by Law No. 57/2017, of July 19, which approves a regime for hiring PhD holders, intended to stimulate scientific and technological employment in all areas of knowledge (RJEC);
- Regulatory Decree No. 11-A/2017, of December 29;
- General Law on Public Service Employment (LTFP), approved as an annex to Law No. 35/2014, of June 20, in its current wording.
3. In accordance with Article 16 of Decree-Law No. 57/2016, of August 29, as amended by Law No. 57/2017, of July 19, this competitive procedure is exempt from the authorization of the members of the Government responsible for the areas of finance and public administration, specifically that referred to in paragraph 3 of Article 7 of the LTFP, from obtaining the prior favorable opinion of the members of the Government responsible for the areas of finance and public administration, referred to in paragraph 5 of Article 30 of the LTFP, and from the recruitment procedure for workers in a requalification situation, referred to in Article 265 of the LTFP.
4. In accordance with Article 13 of the RJEC, the competition jury has the following composition:
President:
Lillian Bouçada de Barros, Principal Investigator at the Polytechnic Institute of Bragança.
Vowels:
Ângela Sofia Feitor Fernandes, Assistant Researcher at the Mountain Research Center of IPB;
Eliana Andreia Pires Castilho Pereira, Junior Researcher at the Mountain Research Centre.
Alternate Vowels:
Rui Miguel Vaz de Abreu, Assistant Professor at the Polytechnic Institute of Bragança;
Maria José Gonçalves Alves, Coordinating Professor at the Polytechnic Institute of Bragança.
5. The workplace is located at the Polytechnic Institute of Bragança (Mountain Research Centre).
6. Gross monthly remuneration: €2,408.11, corresponding to level 33 of the single remuneration table, approved by Ministerial Order No. 1553-C/2008, of December 31.
7. Candidates for this competition may be national, foreign, and stateless individuals holding a doctoral degree in the aforementioned area and possessing a scientific and professional curriculum that reveals a profile suitable for the activity to be developed. Candidates holding a doctoral degree obtained abroad must prove its recognition under Decree-Law No. 66/2018 of August 16, or provide proof that they have requested it, without prejudice to such recognition having been officially granted at the time of hiring, under penalty of exclusion. Candidates must possess experience in chemical characterization and chromatographic techniques for the identification and quantification of active molecules or dyes.
8. The general admission requirements for the competition are those defined in Article 17 of the LTFP, and the special requirements are those defined in the previous point.
9. If the candidate is not a native speaker of Portuguese, they must possess language skills at level C1 or equivalent of the Common European Framework of Reference for Languages (CEFR) in Portuguese.
10. The selection process is carried out using the method of "evaluating the candidates' scientific and curricular background".
11. According to Article 5 of the RJEC (Regulation of the Legal Regime of Academic and Curricular Activities), the "evaluation of the scientific and curricular path" method is carried out through the assessment of the candidates' scientific and curricular path, focusing on its relevance, quality, and timeliness.
a) From the scientific and technological output of the last five years considered most relevant by the candidate;
b) Applied or practice-based research activities carried out in the last five years and considered to have the greatest impact by the candidate;
c) Extension and knowledge dissemination activities developed in the last five years, particularly in the context of promoting scientific culture and practices, considered most relevant by the candidate;
d) Activities related to the management of science, technology and innovation programs, or experience in observing and monitoring the scientific and technological system or higher education, in Portugal or abroad.
12. The five-year period referred to in the previous paragraph may be extended by the jury, at the candidate's request, when justified by a suspension of scientific activity for socially protected reasons, namely, due to parental leave, prolonged serious illness, and other legally protected situations of unavailability for work.
13. The following criteria will be considered and weighed:
- C1) Integrated assessment of the candidate's scientific production over the last five years, based on a global view of the merit of their scientific and curricular career, namely the coherence and quality of the CV; the diversity of quality scientific indicators including books and book chapters, relevant scientific articles; publication editing; academic work experience; international internships; awards, grants and distinctions; participation in juries and relevant experience, specifically in the respective scientific area.
- C2) Evaluation of applied or practice-based research activities developed in the last five years and considered to have the greatest impact by the candidate, as well as extension and knowledge dissemination activities, namely coordination or participation in applied or practice-based research projects; technology transfer actions; organization of scientific events; participation in scientific events; participation in extension and dissemination activities and science outreach; and participation in projects of national and international scientific, professional, social or cultural organizations of interest to the mission of CIMO.
14. The following considerations should be taken into account:
- C1) 80%
- C2) 20%
The final classification (CF) will be determined by the following formula:
CF = 0.8*C1 + 0.2*C2
15. The final ranking system for candidates is expressed on a scale of 0 to 20 points, considering the valuation up to hundredths. Candidates who obtain a value lower than 9.5 in any of the methods, or who fail to attend the interview when applicable, are excluded from the procedure.
16. The jury deliberates through a reasoned, nominal vote in accordance with the selection criteria adopted and publicized; abstentions are not permitted.
17. Minutes are taken of the jury meetings, containing a summary of what transpired, as well as the votes cast by each member and their respective justifications, and are made available to candidates upon request.
18. After the selection criteria have been applied, the jury prepares an ordered list of approved candidates with their respective rankings.
19. The jury's final decision is ratified by the institution's highest authority, who is also responsible for deciding on the hiring process.
20. Formalization of applications:
20.1 Applications must be formalized by means of a request addressed to the President of the Polytechnic Institute of Bragança, which must include the identification of this notice and its respective reference, full name, identity card/Citizen Card/civil identification number and date, tax identification number, date and place of birth, marital status, profession, residence and contact address, including email address and telephone number.
20.2 The application must be accompanied by the following documents:
a) Copy of certificate or diploma;
b) Doctoral thesis;
c) Curriculum Detailed resume, structured according to Annex A, and supporting documents;
d) Other documents relevant to the assessment of qualifications in a related scientific field;
e) Other documents.
20.3 When supporting documents are submitted for elements of the Curriculum Vitae that were originally written in a language other than Portuguese, Spanish or English, a translation into Portuguese, Spanish or English, certified by a recognized entity for this purpose, must be submitted simultaneously.
20.4 Failure to submit the documents related to the curriculum vitae submitted by the candidate implies that the elements that should prove it will not be evaluated, and the same consequence applies when the supporting documents are not organized according to the model in Annex A.
20.5 Candidates must formalize their application by submitting the documents through the IPB's electronic competition platform available at https://concursos.ipb.pt, within 10 working days after the publication of the notice.
21. Candidates who incorrectly formalize their application or who fail to prove that they meet the requirements of this competition will be excluded from admission. The jury has the right to require any candidate, in case of doubt, to present documents proving their statements.
22. False statements made by candidates will be punished according to the law.
23. The list of admitted and excluded candidates, as well as the final ranking list, are posted at the IPB Central Services Building, located at Campus de Santa Apolónia, 5300-253 Bragança, and published on the IPB's competition platform, with candidates being notified by email.
24. Preliminary Hearing and Deadline for the Final Decision: In accordance with Article 121 of the Administrative Procedure Code, after being notified, candidates have 10 working days to respond. Within a period of up to 90 days, counted from the deadline for submitting applications, the jury's final decisions are issued.
25. This competition is exclusively for filling the indicated vacancies and may be terminated until the final ranking list of candidates is approved, and will lapse upon the respective occupation of the offered job positions.
26.
