Police Communications and Records Supervisor/Lead

Job Summary

The Police Communications and Records Supervisor reports to the Captain of Administrative and Support Services. This position is responsible for the direct oversight and supervision of the Communications Center within the Department of Public Safety, including the personnel, processes, and services within. As a first line supervisor, this position will direct and manage the work of all full-time and part-time communications officers, and is directly responsible for maintaining the Georgia College Department of Public Safety Communications Center's compliance, as required by the State of Georgia. As such, this position shall serve as the primary Terminal Agency Coordinator in accordance with GCIC regulation. This is a position with responsibility for the efficient operation of a law enforcement communications and records division, including the management and planning of organizational and technical changes that impact the divisions. Work is performed with significant independence. This position is a member of the management team.

Responsibilities

Records Management - 25

This position will be responsible for document and records management. Such function shall include Clery Act compliance records, classifications for UCR/NIBRS, and open records requests.

Specific duties include, but are not limited to:
- Serving as the Primary Terminal Agency Coordinator and managing all phases of Criminal Justice Information System Terminal operations
-Prepare tape recordings of radio and telephone communications for court evidence and training
- Validating GCIC records
- Maintains files, records and manuals necessary for proper dispatch operations.
- Assisting with document and records management systems (Power DMS and ARMS, or equivalent)

Compliance - 10

  • Ensuring that the communications and records unit meets the requirements of relevant regulatory agencies, such as the National Crime Information Center, Georgia Crime Information Center, Insurance Service Office, and the Federal Communications Commission
  • Maintains accurate records and log books
  • Reports statistical information to the Georgia Bureau of Investigation and Federal Bureau of Investigation.
  • Oversees/coordinates audits for Communications Center functions.
  • Participates in the development, implementations and maintenance of a Dispatch Policy & Procedure manual.
  • Serving as the primary (Terminal Agency Coordinator) TAC

Cashier - 5

Responsible for the oversight of revenue generating services, including notary, fingerprint services and background checks. Such responsibility includes the management of sales petty cash, safe keeping of monies collected for services, and being responsible for preparing deposits of collected monies from customers.

Training - 20

The Communications and Records Supervisor shall serve as the primary training officer for staff assigned to the Communications Center. These assignments include those for both Communications Officers and sworn police personnel. This training shall include field training upon initial hire, remedial training as needed, and updates in response to the implementation of best practices. This position trains personnel in functionally acceptable communications principles, practices, methods, techniques and procedures, and advises assigned personnel on unusual, difficult, or complex matters.
Coordinates training, certification, recertification and development of Communications Center personnel; evaluates training needs of new and existing employees, establishes training plans in accordance with Communication Center requirements.

Communication - 10

This position may serve as a primary/secondary communicator for Public Safety operations. Specific duties include, but are not limited to:

  • Receiving emergency and non-emergency calls for service
  • Dispatching requests for service to units in the field
  • Maintaining records of shift activity, including within the computer-aided dispatch system (CAD)
  • Responding to requests for information from units in the field
  • Operating, inspecting, and maintaining Communications Unit equipment
  • Monitoring alarm, surveillance, and security systems as needed
  • Providing directions and assistance for responding emergency support units and the public
  • Confirming warrants and GCIC/NCIC entries or inquiries
  • Broadcasting emergency communications through departmental and institutional notification systems
  • Maintains relationship with professional organizations, attends various meetings, serves on committees, attends agency coordination meetings and conducts staff meetings.
  • Take a proactive approach to customer service issues
  • Communicate effectively in writing, orally and with others to assimilate, under and convey information
  • Establish and maintain cooperative working relationships with University officials and other government agencies, department personnel and the general public

Supervision - 25

Serves as a first-line supervisor for Communications Officers at the direction of the Captain of Administrative and Support Services. Specific duties include, but are not limited to:

  • Coordinating 24/7 schedules for direct report employees
  • Facilitating Communications Officer coverage in the event of training, illness, vacation, or other absence
  • Providing guidance on policies and practices
  • Facilitating standardized performance among all communications personnel
  • Maintain confidentiality regarding sensitive information
  • Make process improvement changes to streamline procedures
  • Interviews candidates for employment and makes recommendations to hire, promote and discipline.
  • Supervises, directs and evaluates assigned staff, processes employees concerns/problems

Required Qualifications

Educational Requirements

  • Must possess a High school diploma or equivalent

Required Experience

  • Must have at least four years of dispatch/communications center experience with at least one year in a lead or supervisory capacity preferable in law enforcement.
  • Must possess, or be able to obtain and maintain certification as a Basic Communications Officer pursuant to the rules of the Georgia Peace Officer Standards and Training Council (said rules may be found at https://www.gapost.org/Rules/16trncom.html).
  • Must be a certified GCIC/CJIS operator
  • Must be certified as an Agency Terminal Coordinator (TAC)

Preferred Qualifications

Additional Preferred Qualifications

  • Preferred completion of either the Georgia Crisis Intervention Team training program or the CIT for Communications Officer program

Preferred Educational Qualifications

  • Preferred attainment of a Bachelor's Degree from an accredited college or university

Preferred Experience

  • Preferred experience in a higher education environment

Proposed Salary

This position is a pay grade 7. The available salary is $49,729.00 to $51,000.00. Starting salary within this range is based on relevant years of experience. For more information about GCSU compensation practices, click here: https://www.gcsu.edu/pay-grade-structure.
