Salary Range
$105,000.00 - $174,000.00
Overview
Reporting to the Director of Utilities and Campus Resiliency, the Power Plant Manager will direct the day-to-day operations of the Central Power Plant (CPP) and the Central Campus Chiller Plant (CCCP), including cogeneration of electricity, as well as production and distribution of steam and chilled water to Central and Science Campus. This position will direct and oversee planned maintenance and engineering support for CPP, CCCP, and distribution systems. Specific duties include;
- Formulate and execute short- and long-range operational plans for CPP and CCCP. Develop and implement operational and leadership for plant operators to ensure the safe and reliable delivery of utilities for University facilities and other properties. Provide high-level technical expertise in the operation of a cogeneration policy and procedures.
- Provide direction on plant and related technology. Direct the planned maintenance and repair of all plant equipment and distribution systems, and coordinate the shutdown of equipment.
- Manage exempt and non-exempt staff to include scheduling, employee relations, and discipline. Provide guidance and direction to ensure that all staff members have the opportunity to continually improve their skills and succeed. Implement University policies and procedures related to staff relations. Maintain appropriate records as required.
- Schedule and oversee the work of outside contractors and ensure that the work is completed according to contracts and specifications.
- Provide hands-on engineering support for all associated maintenance. Develop and implement engineering procedures and standard operating procedures (SOPs).
- Maintain a safe work environment and comply with all applicable laws, regulations, policies, and procedures.
- Provide 24/7 on-call emergency response as required in support of plant operations.
- Interact with the Office of Environmental Health & Safety in implementing protocols enforcing State and Federal air emission and plant discharge regulations, including issuing required reports.
- Develop, monitor, and control the CPP budget, ensuring appropriate expenditures and oversight. Work closely with Facilities' financial staff to develop and implement reports to manage the budget.
- Develop, monitor, and manage power plant operational models to track overall plant performance in accordance with commodities budgets, sustaining high levels of overall plant efficiency consistent with University and Departmental goals.
- Initiate and develop staff training programs to improve operating procedures and efficiency.
- Interact closely with Central Campus Customers and Facilities Superintendents for Utility Distribution-related items.
- Interact with vendors, consultants, IT staff, information security specialists, and plant managers.
Required Skills and Abilities
- Comprehensive understanding of plant operations and their automation systems. Comprehensive knowledge of Federal and State emission regulations. Advanced knowledge of power plant production and fuel consumption data.
- Highly motivated, able to work independently. Excellent interpersonal and customer service skills. Excellent verbal and written communication skills.
- Knowledge of labor relations practices and principles. Experience managing in a unionized workforce and at a college or university setting.
- Proficiency with software tools such as Microsoft Word and Excel. Familiarity with Asset Works or comparable work order management software.
Preferred Skills and Abilities
Bachelor's or Master’s degree in Engineering plus ten years of related experience. Proven knowledge of engineering principles and their application for the operation and maintenance of steam, chilled water equipment, electrical generation, boilers, chillers, gas turbines, and distribution systems. Five years’ experience running a cogeneration plant.
Principal Responsibilities
- Reviews and determines staffing needs, job posting requirements, salary guidelines, and labor agreement interpretations for exempt and non-exempt staff in one or more functional department of the University.
- Manages the administrative support needs for exempt and non-exempt staff and provides recommendations, improvements, solutions and assistance as needed.
- Manages and monitors technology needs, conducts inventory, and system requirements for the assigned departments.
- Develops and prepares budgets, financial forecasts, and financial analyses and the actual vs. budgeted performance reports for the departments.
- Manages the use of facilities in one or more departments including office space, work stations, equipment, and office supplies.
- Manages administrative support for activities of one or more departments to ensure timely completion of projects.
- Manages and coordinates training sessions for assigned departments when new policies or practices are adopted.
- Ensures compliance with University and federal regulations as they apply to the assigned departments.
- Identifies, plans, and develops administrative policies for the assigned departments.
- Assists in reviewing and implements University and departmental policies as they pertain to the administrative functions of the assigned department.
- Assesses and makes recommendations regarding staff development and staffing levels.
- Monitors, develops, plans, and executes systematic research on user requirements through such mechanisms as surveys, interviews, focus groups and competitive analysis.
- Manages a staff of exempt and non-exempt employees.
- May perform other duties as assigned.
Required Education and Experience
Minimum requirement of Bachelor’s Degree in related field and three years of related experience or an equivalent combination of education and experience.
