Job Description
JOB SUMMARY
The Project Manager – Expert provides strategic leadership and project management expertise for Information Technology Services’ Campus Relations and Communications team. This position leads and manages complex projects, related project groups, and project portfolios by evaluating priorities, resource requirements, financial considerations, risks, and alignment with organizational goals. The role develops and maintains a centralized leadership project portfolio to support project planning, task management, reporting, and product delivery. This position also serves as a subject matter expert and mentor, promoting consistent project management practices and effective collaboration among leadership, functional teams, clients, and project stakeholders.
PRIMARY RESPONSIBILITIES
Project and Portfolio Planning – 40%
• Develop comprehensive project plans addressing scope, budget, schedule, quality, resources, risks, communications, change management, and procurement.
• Build and maintain collaborative project workspaces and a centralized leadership portfolio for projects, tasks, and deliverables.
• Evaluate projects and portfolio priorities based on strategic goals, funding, resource availability, operational needs, and other organizational constraints.
• Coordinate with functional managers to identify project resources, establish availability, maintain resource calendars, and assign project responsibilities.
• Support procurement activities and coordinate required technology security reviews or audits.
Project Governance and Authorization – 25%
• Prepare project charters defining business requirements, objectives, scope, anticipated outcomes, resource needs, and key stakeholders.
• Obtain review, approval, and priority assignment from functional leadership, executive sponsors, and business leaders.
• Coordinate project requirements and dependencies with affected functional directors, managers, and stakeholders.
• Partner with fiscal management to develop funding estimates for capital and other applicable projects.
• Provide project management guidance, mentoring, and subject matter expertise to project teams and organizational leaders.
Project Execution, Monitoring, and Control – 20%
• Establish project baselines and manage project execution in accordance with approved scope, budget, schedule, and quality expectations.
• Maintain project schedules, monitor progress, and prepare clear and timely status reports for leadership review.
• Evaluate proposed changes to project scope, cost, or completion timelines and submit significant changes for approval.
• Identify, monitor, and mitigate project risks, issues, dependencies, and barriers throughout the project lifecycle.
• Review project deliverables and advise functional managers regarding quality concerns, defects, or corrective action needs.
Project Closure and Continuous Improvement – 15%
• Confirm that project deliverables meet approved customer requirements, quality standards, and completion criteria.
• Prepare and submit project closure documentation for leadership and sponsor review and approval.
• Document project outcomes, lessons learned, and recommended improvements in the collaborative project workspace.
• Coordinate post-project reviews or Project Management Office audits when appropriate.
• Promote the consistent application and ongoing improvement of project and portfolio management practices.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS
Work is primarily performed in a professional office and technology-supported environment with regular interaction with campus leadership, clients, functional managers, project teams, vendors, and other stakeholders. The role requires prolonged computer use, participation in virtual and in-person meetings, and the ability to communicate and exchange detailed project information. The position involves sustained attention, analytical decision-making, organization of multiple priorities, and effective performance in a deadline-driven environment.
SUPERVISORY RESPONSIBILITIES
This position does not typically have direct supervisory responsibility but provides functional leadership, mentoring, project direction, and task coordination for cross-functional project teams. The position may assign and monitor project work in collaboration with functional managers, but does not independently perform formal personnel actions unless otherwise designated.
Shift
Working hours: 8 am - 5 pm. Monday through Friday
Minimum Qualifications
- A Bachelor's degree or an equivalent combination of education and experience and 4+ years work experience from which comparable knowledge and skills can be acquired is necessary.
