Departmental Overview
Residential and Student Services Programs is part of the division of Student Affairs under the direction of the Assistant Vice Chancellor of Residential and Student Services Programs (RSSP). RSSP provides and manages residential student housing, residential life programs, custodial and maintenance services, capital and minor capital projects, self-operated dining services for undergraduate and graduate students, 970 family apartments, and child care services for students, faculty, and staff. RSSP also conducts a year-round conference program.
Position Summary
The Facilities Project Manager oversees the design, construction, and completion of renovation projects, including infrastructure, finishes, and equipment. This position analyzes project needs, prepares cost estimates, and coordinates work within occupied spaces to meet critical deadlines. The Project Manager helps prioritize improvements and space use across the diverse RSSP portfolio of over 150 buildings. This position, working independently, manages all phases of building modifications from concept to closeout and collaborates with campus partners and outside agencies. Additionally, the Project Manager stewards project funds and advocates for the needs of residents, guests, and staff throughout the construction process.
Responsibilities
- For RSSP maintenance projects may prepare plans, details, and/or specifications; informally bid or negotiate project work; and oversee construction activities.
- Meets with clients and performs research to help define project scope and program; assists with managing the project program.
- Acts as RSSP liaison among project participants and resolves problems or conflicts, including recommending a range of solutions to disputed issues or contractor claims.
- Ensures the project is properly closed out contractually and financially, and Operations & Maintenance Manuals and record drawings are turned over to RSSP.
- Reviews cost estimates, establishes project schedule and budget, and reviews with Program Manager and clients.
- Ensures plans and specifications conform to the program and facility life cycle standards.
- Coordinating with Campus and periodically independent of Campus, bids or negotiates construction contracts, reviews and manages project activities, including contractor's schedule, RFIs, Submittals, Change Order Requests, and Punch List.
- Formally establishes campus project, including working with other units, departments, and the Program Manager to facilitate this effort and ensure funding is transferred.
- Coordinating with Campus hires consultant firms to develop project requirement definitions and design criteria.
- May prepare layouts and drawings and manage the services of the architects, engineers, and other consultants.
- Reviews and assesses the condition of buildings and stored materials as part of the RSSP capital improvement program and space planning.
- Performs organizational, campus, and administrative activities not directly relating to projects, including serving on campus committees representing the department or unit.
Required Qualifications
- Thorough working knowledge of building and construction, design, construction contract administration, and California Building Codes, including a full understanding of industry practices.
- Thorough project management skills, including the ability to manage time-sensitive, complex projects.
- Thorough knowledge of the campus, including its infrastructure and short and long-range strategic building plans, or comparable institutional knowledge.
- Thorough skills in problem recognition/avoidance/resolution.
- Thorough organizational and analytical skills, including the ability to provide high-quality control.
- Thorough written, verbal, and interpersonal communications skills, including high-level political acumen.
