Responsibilities
- Lead end-to-end secretariat support for Council and Court, including agenda planning, paper quality assurance, records and minute-keeping, action tracking, and follow-up
- Support induction and ongoing development for Council and Court members; maintain register of interests and compliance with relevant codes
- Lead the institutional risk management framework, including risk classification, appetite statements, methodology, and reporting cadence
- Coordinate risk identification, assessment, and mitigation planning with senior management and risk owners; maintain the institutional risk register
- Maintain the governance calendar, policy inventory, and review cycles; coordinate cross-unit policy updates and approvals
- Develop and maintain a policy information portal to host, manage, and update organizational policies, ensuring compliance and easy employee or user access
- Liaise with external stakeholders, including the HKSAR Government, UGC, LegCo, and other partners
- Draft high-quality correspondence to government officials, distinguished scholars, and community leaders; and
- Perform other duties as assigned
Requirements
- Bachelor’s degree with at least 10 years of relevant post-degree experience, including 5 years in a supervisory role, preferably in corporate governance, administration, or quality assurance within tertiary institutions or public bodies
- Proven experience in committee/secretariat work, including drafting policy papers, reports, proposals, minutes, and speeches; experience in the higher education sector in Hong Kong would be an advantage
- Strong analytical, problem-solving, and interpersonal skills, with the ability to work independently and under pressure
- Highly organised, detail-oriented, and capable of managing multiple priorities effectively
- Excellent command of written and spoken English and Chinese (including Putonghua)
- Good IT literacy
Candidates with less/more experience will be considered for appointment at a relevant rank.
Salary and Benefits
Commencing salary will be commensurate with qualifications and experience. Fringe benefits, where applicable, include annual leave, medical and dental benefits, mandatory provident fund and gratuity.
