2. REQUIREMENTS OF THE APPLICANTS
To be admitted to participate in this selection process, applicants must possess, on the date of expiry of the application submission deadline and maintain until the moment of formalisation of the employment contract, the following requirements:
a) Nationality
To have Spanish nationality or that of another Member State of the European Union or of the European Economic Area, or to be a national of a State to which, by virtue of the application of International Treaties concluded by the European Union and ratified by the Spanish State, the free movement of workers is applicable.
The spouse of Spaniards and of nationals referred to in the previous paragraph may also participate, provided that they are not legally separated; likewise, under the same conditions, their descendants and those of their spouse, under twenty-one years of age or older dependent on them.
Foreign nationals who, not being included in the previous paragraphs, have legal residence in Spain may also participate.
b) Qualification
Candidates must prove that they hold a doctoral degree and have postdoctoral experience as a researcher of at least 12 years. In addition, they must prove that they have obtained the I3 certificate or equivalent evaluation, understood as that established in Articles 22, 22 bis y en la disposición adicional decimosexta de la Ley 14/2011, de 1 de junio, de la Ciencia, la Tecnología y la Innovación.
Applicants with qualifications obtained abroad must also prove that they hold the corresponding credential certifying the official recognition of the doctoral degree or, where appropriate, the corresponding certificate of equivalence issued by the competent body.
c) Capacity
To possess the functional capacity necessary for the performance of the functions derived from the position, accredited by the Foundation's prevention service.
d) Eligibility
Not to have been separated from service or dismissed through disciplinary proceedings from any Public Administration or from the constitutional or statutory bodies of the Autonomous Communities or from any Biomedical Research Foundation, nor to be under absolute or special disqualification for public employment or office by final judicial decision or to perform functions similar to those of the category called.
In the case of nationals of the other States mentioned in section 2.a), in addition to not being disqualified or in an equivalent situation, by sanction or penalty, for the exercise of the profession or for access to public functions or services in a Member State, they must not have been separated or dismissed by disciplinary sanction or equivalent from any of their Administrations or Public Services.
e) Certificate of sexual offences
Not to have been convicted by final judgment for any offence against sexual freedom and indemnity, including sexual assault and abuse, sexual harassment, exhibitionism and sexual provocation, prostitution and sexual exploitation and corruption of minors, as well as human trafficking.
The documentation proving compliance with this requirement shall only be submitted by the selected candidate, who, if not in possession of it, will be excluded from the selection process.

Additional Information
Eligibility criteria
The evaluation process shall consider the merits obtained by the candidates during the last 7 years (including the year of the call), or for longer periods if it is accredited that during said period they have had rest periods derived from maternity or paternity, enjoyed in accordance with the protected situations included in the General Social Security Regime, in which case the evaluable period shall be extended by one year for each of the accredited situations.
The application of the evaluation criteria and the assessment of each of the dimensions contemplated is intended to assess the degree of excellence as a senior researcher of the candidates participating in the selection process.
The evaluation of research activity must tend to adapt to the recommendations of the San Francisco Declaration on Research Assessment (DORA). Specifically, the evaluation criteria shall respect, as far as possible, the following principles:
• Complementary assessments to metrics based on scientific journals, such as impact factor indices, should be sought as surrogate measures of the quality of individual research articles when evaluating a researcher's contributions or in selection, promotion or competitive funding processes.
• In research evaluation processes, the value and impact of the widest possible range of research outputs (including, among others, databases and software) should be considered in addition to scientific publications, and there should also be a tendency to take into account broad-spectrum impact indicators, including qualitative indicators such as influence on policies and clinical practice (including diagnosis).
• The evaluation of the quality of scientific publications should tend to be based on scientific content.
In addition, throughout the process, compliance with the principle of equal opportunities between sexes shall be ensured.
Annex II presents a table summarising the criteria and scoring ranges for each of the evaluation dimensions described below.
Each of the dimensions included in the evaluation criteria is assessed qualitatively, translating said assessment into a score on a Likert scale (ordinal qualitative) ranging from 1 (deficient) to 5 (excellent).
The Selection Committee must establish internal criteria for the assessment of each of the dimensions. These internal criteria must be made public before the holding of the personal interviews, preferably at the time of publication of the call.
1. Curricular merits of the candidate
For the computation of the candidate's curricular merits, particular consideration shall be given to those related to the following research lines:
- Identification of diagnostic and prognostic biomarkers.
- Characterization of pathophysiological mechanisms.
- Development of new therapeutic approaches.
- Advancement of personalized medicine.
- Translation of research findings into clinical practice.
- Participation in national and international collaborative projects
- Professional experience
Among the characteristics that the Selection Committee may take into account for the assessment of the professional experience of candidates, in addition to professional experience in biomedical research in general, are the following:
- Professional experience in healthcare environments: particular value shall be given to research careers developed in healthcare environments. In these cases, collaborations with clinical researchers and research lines focused on solving health problems shall be taken into account.
- International professional experience: particular value shall be given to research careers that have developed part of their postdoctoral stage in research groups in centres outside Spain.
- Professional experience in the speciality called: priority shall be given to research experience related to the speciality called. Research experience developed in other specialities shall only be assessed when the Selection Committee considers that such experience is complementary and useful for performance in the speciality called. - Publications
Among the characteristics that the Selection Committee may take into account for the assessment of the publications provided by the candidates are the following:
Type of publication: contributions in the form of scientific articles shall be mainly valued. Other contributions may also be considered for their special relevance. Examples include principal authorship of a review or a letter with scientific content in a high-impact journal (multidisciplinary or within the speciality).
Authorship position: particular value shall be given to candidates appearing as last author. This position shall be especially relevant when publications derive from projects in which the candidate is Principal Investigator. Corresponding authorship in other positions shall also be positively valued. First authorship and intermediate authorship in collaborative high-impact publications shall also be positively valued, provided that the candidate also presents senior authorship positions. Candidates lacking senior authorship shall receive a low evaluation in this dimension.
Citation: higher valuation shall be given when publications have a significant number of citations, provided the authorship position is relevant (first, last or corresponding). Differences between fields and publication recency must be considered. Bibliometric indicators such as the h-index may be used, ensuring it refers to the required period (last 7 years).
Quartiles and deciles: priority shall be given to profiles with publications in first decile and first quartile journals. Evaluation shall also consider authorship position.
Others: additional indicators may be considered, such as highly relevant publications, impact on health at local or national level, awarded articles or cover publications. - Funded research projects
This dimension assesses the candidate's ability to obtain funding. The following shall be considered:
Type of participation: priority shall be given to participation as Principal Investigator. In international projects, leadership of work packages shall also be valued.
Type of projects: highest relevance shall be given to international competitive public projects, followed by national competitive projects. Regional and private projects shall have lower relevance but will still be valued. Non-competitive private funding may also be considered.
Regularity: continuity in obtaining competitive funding shall be highly valued, especially if projects are consecutive. Maximum score if international competitive funding is also obtained.
Others: amount of funding, collaboration with other researchers of the Foundation, participation in networks (CIBER, platforms, etc.), and transfer-oriented funding shall improve the evaluation. - Transfer
Participation in clinical practice guidelines and patents shall be assessed. Distinction shall be made between filed, granted and licensed patents, and between national and international patents. - Training capacity
Assessment shall consider supervision of PhD theses, master's and undergraduate projects, and mentoring of trainees. Greater weight shall be given to higher complexity activities (e.g. PhD supervision). Number of supervised students, experience and regularity shall also be considered. - Group structure and collaborations
Assessment shall consider the candidate's ability to build and lead a research group, including funded personnel and affiliated staff. Capacity to establish collaborations shall also be valued, particularly with clinical researchers of the institution and international collaborations. - Other merits
The performance of management activities within scientific societies and associations, participation in committees within research institutions, evaluation activities, both of regional, national and international projects and programmes as well as of articles in scientific journals (the coordination of evaluation committees and being a member of editorial boards shall be particularly relevant), as well as other scientific-technical advisory activities, shall be aspects to be assessed for this dimension.
2. Assessment of the research activity proposal
- Quality and feasibility
Scientific and clinical relevance, originality and feasibility of the proposal for the next five years shall be assessed. Clarity of presentation, structured work plan, coherence with previous trajectory, candidate capacity and adequacy of the environment shall be considered. - Transferability
The applicability of the candidate's research work in the healthcare setting and the short-, medium- and long-term benefits that it may bring to the institution in which they work, to the Madrid healthcare system and, in general, to the field of health, shall be assessed. - Suitability of the candidate to the speciality
Fit between the proposal, previous scientific activity and the speciality of the position shall be assessed.
Selection process
The selection process shall consist of a competition of merits developed in the two phases described below:
The first phase shall consist of the assessment of the curricular merits stated in the standardised curriculum vitae (80 points) and the assessment of a research activity proposal to be developed over 5 years in accordance with the model set out in Annex I (20 points). This phase shall be assessed up to a maximum of 100 points by applying the evaluation criteria set out in the corresponding section of this document. To pass this phase, candidates must obtain at least 50% of the maximum score in each of the sections: curricular merits of the candidate (40 points)
assessment of the research activity proposal (10 points) Those who do not pass this phase shall not be called to the second phase.
The second phase shall consist of an oral presentation aimed at providing complementary information that allows the merits provided by the candidates to be developed. The oral presentation may not exceed thirty minutes and must adhere to the dimensions contemplated in the evaluation criteria and the indications detailed in Annex II.
This phase shall weight the score obtained in the previous phase through the application by the Selection Committee to each applicant of a correction factor between 0.8 and 1.2 depending on the quality and clarity of their presentation.
As a final product of the selection process, a prioritised list of candidates must result according to the final score obtained, which shall be the result of multiplying the score obtained in the first phase by the correction factor granted in the second phase.
The Selection Committee must reach a consensus assessment of each applicant in each of its phases. If it is not possible to reach a consensus assessment, the score shall be obtained by calculating the average of the scores given by all members of the Selection Committee, excluding the highest and the lowest.
In the event of a tie, priority shall be given to the candidate with the highest score in the section of curricular merits. If the tie persists, it shall be resolved by the score obtained in the following dimensions: publications, projects, transfer, group structure and collaborations, training capacity, other merits, integration of the candidate in the Biomedical Research Foundation, quality and feasibility and transferability. If the tie persists, it shall be resolved by reason of gender discrimination in favour of the less represented sex in the Foundation.
Throughout the entire selection process, the Selection Committee may request supporting documentation for the merits it deems appropriate. Failure to provide such documentation may result in the exclusion of the candidate from the selection process.
Additional comments
FOLLOW-UP EVALUATION
The person hired through this selection process shall be evaluated every five years. Said evaluation shall assess their research activity and must define in advance the evaluation criteria and scope.
APPEALS AND PERSONAL DATA PROTECTION
This call may be optionally appealed through reconsideration before the issuing body within one month from its publication on the Foundation's website, addressed to the Foundation's Directorate, or directly challenged before the contentious-administrative jurisdiction, in accordance with Articles 123 y 124 de la Ley 39/2015, del Procedimiento Administrativo Común de las Administraciones Públicas.
The data provided by applicants shall be incorporated into a file owned by the FIBHLPR for personnel management purposes during the selection process. Once the process has concluded, all data shall be deleted.
Data shall not be communicated to third parties. At any time, applicants may exercise their rights of access, rectification, cancellation and objection, free of charge, by sending a written request together with a copy of their ID to the Fundación de Investigación Biomédica del Hospital Universitario de la Princesa, en la C/ Diego de León, 62, 28006 Madrid.
