Job Profile: Software Engineer/Developer IV

Job Duties: This position works under the general direction of the Director of Web and Application Development. The Software Engineer/Developer IV is an experienced senior developer responsible for the analysis, design, development and support of in-house applications, websites, interfaces, reporting systems, and the various LIMS (Laboratory Information Management Systems) that support the laboratories and divisions affiliated with WSLH. This position requires the ability to work independently as well as in teams consisting of staff from multiple areas (business, technical, and vendors). This position will also lead teams in development efforts.

This position involves researching new technologies, methodologies, programming languages and frameworks to develop and support WSLH information systems. This position will review systems for cybersecurity threats and weaknesses, and take corrective actions. This position will work with the Development Team to implement strategies and tools for automated testing, management of source code, and Continuous Integration/Continuous Delivery (CI/CD) to ensure quality and keep custom software up-to-date with current technologies.

Typical duties of this position include: performing systems analysis and documenting systems design; working with laboratory analysts to develop solutions (including cloud-based) to support research, analysis and workflows; maintaining and resolving problems with existing computer systems and programs; working with other development team members to create new web and computer applications; and developing data interfaces and API’s with internal and external systems, customers and agencies.

Hours will be primarily M-F 7:45 a.m. to 4:30 PM. Occasional evening and weekend work may be required.

Key Job Responsibilities:

  • Develops data structure and systems performance strategies - 10%
  • Trains and provides technical guidance to lower level staff - 5%
  • Reviews systems requirements, design, and business processes to ensure the alignment with IT and business strategies - 10%
  • Provides expertise on the resolution and technical approach of complex technical design and system integration problems - 10%
  • Conducts system analysis, reviews, and interprets system requirements, and develops detailed system design specifications for system integration and upgrades - 10%
  • Ensure that systems are safe and secure against cybersecurity threats - 5%
  • Provide support WSLH Labs to find solutions for testing, reporting, research and other needs - 5%
  • May supervise unit staff and resolve routine personnel issues - 5%
  • Leads application development, integration upgrades, and maintenance projects - 10%
  • Consults with clients on project status, proposals, or technical issues - 5%
  • Designs and develops well integrated applications that meet present and future business needs - 10%
  • Determines testing methodologies and manages the development and implementation of comprehensive test plans - 5%
  • Research and implement new development tools and associated infrastructure - 5%
  • Research and develop ways to automate and improve development and release processes - 5%

Department: Wisconsin State Laboratory of Hygiene - Office of Information Systems

Required Skills/Qualifications:

  • Working knowledge and experience with Java and IDE's such as Eclipse or equivalent.
  • Working knowledge and experience with Oracle and SQL Server databases and advanced SQL skillset, including database design
  • Working knowledge and experience with DevOps responsibilities and usage/implementation of tools and methods for Continuous Integration/Continuous Delivery (CI/CD) and automated testing
  • Working knowledge and experience with web development and cyber-security threat prevention
  • Experience with software quality and testing, i.e. writing test plans, development of test scripts
  • Effective verbal and written communication skills.
  • Ability to continuously sit or stand at a computer terminal using a keyboard and mouse viewing computer monitor(s) for extended periods up to 8 hours with breaks.
  • Ability and endurance to work extended days, up to 10 hours

Preferred Skills/Qualifications:

  • Working knowledge of LINUX operating systems
  • Working knowledge of GIT/GITHub/GITLab
  • Working knowledge of MAVEN and NEXUS
  • Working knowledge of HL7 data exchange
  • Working knowledge of batch job design
  • Working knowledge of PHP, Javascript, or other scripting languages

Education: 10 years in a commercial or government IT environment; Four-Year Degree or Equivalent Experience
